To the people of this world, the Dusk Territory might be a special safe zone where one could avoid harm as long as they were within it. In a world with gods, such a place might not seem so strange. Considering the existence of gods in this world, it wouldn't feel too bizarre.
In the view of some, this place might just be a miniature Divine Domain that a god, having nothing better to do, had descended upon. With safety-related rules and restrictions within the Divine Domain, it naturally became a special safe zone.
