Their world wasn't one with a high energy level, so naturally preserving souls was no easy feat, it was exceedingly stringent.
Whether souls appear easily is determined by the 'energy level' of the current world. If the energy level is too low, even if that world's strength level is very high, the powerhouses who die there will not become specters or similar entities.
They would simply adhere to the saying 'death is like extinguishing a lamp': mighty in life, able to shoulder mountains, but stripped of everything in death.
