The only country and three organizations with the capability and guts to create trouble in the capital of the Northern Border are actually very limited.
It's not that other countries lack the ability to cause trouble, nor can other organizations not afford to offend the Northern Border. Instead, both parties simply have no significant conflicts of interest, so naturally, they wouldn't take things too far.
Don't be fooled by those organizations' outward frenzy, each acting as if they are ready to die for their own beliefs, with human bombs, self-immolation, and fearless sacrifice.
But all of that is just for show, the underlying motive is still plundering resources or achieving certain goals.
Take the S Organization, known for its fearlessness in death, for example. Don't they also act like paragons of virtue when dealing with those unrelated to their own country's interests or those they wish to win over?
