Gaven and his peers didn't completely adopt General Kopofiel's suggestion to use the Knights he brought as all the commanding officers for the civilian battalions. Instead, they adopted a compromise by selecting one Knight and one capable local citizen from Darama to form a team to establish a hundred-person civilian battalion.
This was, of course, to facilitate their work in Darama—after all, having someone familiar around makes things easier.
This wasn't an absolute measure; in the end, it depended on the abilities they demonstrated once in their positions.
Some truly lived up to their names and, even without the assistance of familiar locals, they managed the civilians under their command with ease.
Others were in name only and were removed from their positions and replaced half a day after assuming them.
