"It's terrible! It's terrible!"
A patrolling police officer tumbled into the office, not caring that his uniform was completely soaked by the rain. He found the police chief, who was sitting by the fire, drinking tea, and said with breathless urgency, "Riots! Chief, riots have broken out again!"
"What's the panic."
With a bandaged head and an injury that had yet to heal, the chief sipped his tea contentedly, his feet on the desk, in no apparent hurry, "Aren't there riots every day? Go notify Officer Shakiro. Let the secret police handle it."
"It's different this time!" the patrolling officer's voice trembled as he shook uncontrollably, "All of the city's lower-class citizens are rioting! Even the workers have joined them! And they have explosives!"
