Annan still wasn't too clear about what the Oathkeeper was actually for.
So his idea wasn't that strong yet.
But if Annan found out later that this thing was genuinely useful... he would definitely reactivate and explore this line of thought.

On the other hand, Salvatore, who heard about Annan's Curse Binding, was noticeably choked up, "Aren't there any additional requirements?"
"There are."
Annan explained, "The kitchen knife must be one that's in use, it has to have cut vegetables a day before to count."
"That's still too simple. Your Curse Binding basically has no potential for others to take advantage of it. It's much stronger than mine."
Salvatore smacked his lips, looking quite envious.
Annan was slightly taken aback and realized something.
