These organisations known as Black Avian were more brutal in the past, more brutal and ruthless than Anti-Libra as the rumours suggested.
They sell people's organs like liver, kidney, and sometimes even brain. Their crimes doesn't end here. They sell the brains to those people who likes to eat human brains. They sell, sometimes, the full dead body to these types of people who wants to eat humans. They get so much money from that.
They had many branches all around the Kingdom Adicyle and they had influence over some of the politicians or goverment. Libra was not influenced by these criminal group however, few arbiters had decided to make money and so they secretly came into contact with this organisation.
This organisation made some deals with arbiters to manipulate the situations and judge according to what the organisation wants. In return, Arbiters get money for that.
