"What's going on over there?" An old farmer riding a Tauros looked curiously at the ships docked near the Alliance base, asking his son beside him.
Numerous ships were docked, with Iceburg leading a group of mermaids and fishmen to load a vast amount of building materials onto them.
"Oh, I heard the Alliance Leader is planning to build a prison underground in the hunting area to imprison those who break the law."
"What? Are they transferring the prisoners from Impel Down here?" The old farmer was startled.
The thought of vicious criminals being brought to Pokémon Island made him shiver.
"No, no, those people have reportedly been executed already. It's not a secret, but the Alliance Leader hasn't made a big deal out of it."
"I see," the old farmer muttered, feeling somewhat reassured. In the One Piece world, most people had suffered at the hands of criminals, so few would sympathize with their fate.
"Apparently, Impel Down has now become 'Impel Down Gym.' Trainers need to conquer six levels to reach the Poison-type Gym Leader, Magellan."
In truth, building the prison was just a part of the plan. The main objective was to establish the headquarters for the Navy and Revolutionary Army in the seabed area to the left of the hunting zone. Yes, under the sea, similar to the original Fish-Man Island.
It was an extremely secretive location, known to no one. The Navy base, Revolutionary Army base, and Pokémon prison formed a triangle in the seabed of the inland sea. Even if someone infiltrated one of these locations, they would be trapped, as the other two could quickly dispatch reinforcements.
Moreover, the Pokémon Alliance base was just a bit further south. These underwater structures would use the advanced coating technology of Fish-Man Island, with three layers of coating inside and out, and titanium alloy cages around to prevent fish or Pokémon from damaging the bubbles.
This project would take at least two to three months to complete, but there was no rush. The current balance of the system showed 7 million Pokécoins, with many more funds pending collection from various branches. Dak's resources were abundant, allowing him to implement several major plans.

Alliance Breeding Base Construction Plan: 5 million Pokécoins
Jointly proposed by the Navy, Revolutionary Army, Inspection Corps, and Security Corps.
Expansion and Renovation Plan for the Natural Environment Around Alliance City: 3 million Pokécoins
Proposed by Environment Minister Kuma.
These were the two most expensive plans on Dak's agenda, with the former being particularly critical.
In the Pokémon world, each region's Pokémon League had its own breeding base for starter Pokémon. Dak planned to establish a breeding base to cultivate the Alliance's "starter" Pokémon. Unlike the traditional starter Pokémon, Dak intended to create a unique lineup, potentially expanding beyond just three choices.
The environmental renovation plan was less urgent but still necessary. The entire Pokémon Island had a land area of 3.8 million square kilometers, with only 26,000 square meters of forest around the Alliance. Considering the cost, 7 million Pokécoins didn't seem like much in comparison to the island's vast area.

Located opposite the Pokémon Academy on the west side of the shopping street.
Legends Hall: 50,000 Pokécoins
A landmark building for future Alliance generations, housing statues and deeds of significant contributors.
Currently houses Dak's statue as the founder.
Initial Hall: 50,000 Pokécoins
Similar to Legends Hall, but dedicated to major Pokémon contributors like Darkrai, Giratina, Sceptile and Lapras.
Located in the northeast corner of Alliance City, near the coast.
Alliance City Zoo: 500,000 Pokécoins
Featuring unique beasts from various worlds, including ferocious creatures from the Calm Belt.
Located south of the Pokémon Academy.
Alliance Grand Plaza: 100,000 Pokécoins
An open space for future conferences and summits.
Located in the northeast of Alliance City, near Initial Hall.
After implementing these plans, Dak still had 1 million Pokécoins left. In a good mood, he spent 200,000 Pokécoins on a lottery, maxing out his Devil Fruit, Armament Haki, and Observation Haki.
The rewards from the draw included research materials, consumables, rare items for the museum, and Pokémon eggs for outstanding employees.
Among the numerous prizes, one stood out:
Tyranitar Lv. 90
Due to the nature of Pokémon Island, the detected level was the true level of the Pokémon, but Tyranitar would be Lv. 100 in the One Piece world.
When summoned, Tyranitar, over ten meters tall and weighing 1200 kg, was initially grumpy but soon calmed down as Dak chatted about the island and his vision.
After a full-body check at the nursery, it was clear that Tyranitar, aged over 800 years, was a formidable Pokémon nearing the end of its prime.
Dak decided Tyranitar would thrive in the rocky area of the hunting zone, serving as both a guardian and a protector of the triangle formed by the prison, Navy base, and Revolutionary Army base.
