One day, while sitting in his office at the Alliance base, Dak received a message from his subordinates.
"Coordinates."
Dak stretched and stood up.
"10,000 meters above the ruins of Ohara in the West Blue."
"Haha."
Dak grinned. He didn't expect there to be a sky island there.
A week ago, while searching for Gym locations, he had a sudden inspiration.
It was well-known that each Gym needed to have its own unique characteristics.
Water 7 had water, Alabasta had the desert, so how could a sky island, with its distinctive sky feature, be missing? Then Dak thought of Enel.
More precisely, Enel's Goro Goro no Mi.
Since he wasn't sure if Enel had already eaten the Goro Goro no Mi, he sent people to find the sky island of Birka to see if it had been destroyed.

But to be sure, Dak decided to ask Robin.

Entering the Pokémon Academy, a different atmosphere greeted Dak.

Though the Academy hadn't opened yet, Dak could already foresee the lively scenes of students in the future.

Olvia was surprised to see the Devil Fruit.

"Who do you plan to give it to?"

Dak considered.

Olvia, Stella, Iceburg, and Tom from non-combat departments didn't need Devil Fruit abilities. The former three were almost permanently stationed on Pokémon Island, only Tom needed to venture out for construction tasks.

After careful consideration, Dak decided.
