The chairperson leaned forward with interest. "King Arthur, this... WTO you speak of—what exactly are its roles and functions?"
Arthur took the opportunity to deliver his first lengthy address at the World Summit. "The basic function of the WTO is to establish, oversee, manage, and enforce multilateral and plurilateral trade agreements between nations. These agreements form the foundation of the World Trade Organization's operations."
He then embarked on a comprehensive explanation, detailing the structure, purpose, and benefits of the WTO. Using prepared points he had memorized, Arthur eloquently laid out various rules and regulations governing international trade. For half an hour, he spoke uninterrupted, carefully explaining the advantages of a formalized international trading system that could ensure stability, fairness, and economic growth for all member nations.
By the end of his speech, most of the kings present—despite initially struggling with the terminology—began to grasp the concept. Originally, Arthur wanted to talk about other international organizations, but he decided to wait for a better time.
"I have something to say!" Neptune said in a deep voice.
"Hmm?" The kings all turned to look at him.
Before this, most of them had never seen a Fish-Man. To see one, you'd either have to buy one from the slave market or visit Fish-Man Island.
Slaves were extremely rare since they were often purchased by the Celestial Dragons. And visiting Fish-Man Island was nearly impossible.
These kings rarely traveled far unless it was for the World Summit. And whenever they did, they passed over the Red Line through the bubble system, making visits to Fish-Man Island as unlikely as buying a mermaid.
"King Neptune, please speak," the leader said, gesturing for him to continue.
Neptune nodded and announced his plan to relocate Fish-Man Island to the surface.
Most kings felt indifferent about this proposal.
However, relocating an entire race and nation was no small task. It wasn't like the Angel Empire, which simply moved without consulting others.
By the time others realized what was happening, the Angel Empire had already moved. No one dared to complain, given the empire's disregard for the Celestial Dragons.
Next, they inquired about the location Neptune had in mind and nearby countries. Once they confirmed it didn't affect their own lands, they approved the plan.
After all, Fish-Man Island was moving to the waters of the Angel Empire, and the two had always been allies.
With no reason to oppose, the kings unanimously approved the proposal.
