On a cluttered table, more than a dozen telephone transponder snails rested, one of them sporting a small pair of wings. Its face, stern and serious, stood out among the other snails, some of which emitted amusing rings.

Downstairs, Doflamingo lounged on a sofa, his Observation Haki already pinpointing the ringing snail. He smirked and rose to his feet, stepping through the air effortlessly, heading upstairs.

Doflamingo picked up the phone, his trademark smirk growing wider. "Arthur, you don't usually call me—what's the occasion?"

On the other end of the line, Arthur sat in his office on a cloud island, smiling back as he spoke. "I need your help with something minor," Arthur began.

"I need to get in touch with Morgans. I require his help with some... matters, but I don't have his contact information or channels."

Doflamingo chuckled. "Heh, no problem. I'll send your phone number to Morgans, and he'll reach out. Just send another phone worm next time your people visit."

Arthur's face mirrored the expression of the phone snail, both smiling vividly. "Thanks, Doflamingo," he said, his voice light.

Doflamingo's tone shifted slightly as he continued, "By the way, Arthur, the empty shells you provided—are they defective? Can you send me something better?"

These shells, which could both attack and be used for self-defense, had become a hit among certain noble circles. Their popularity stemmed from the desire of the wealthy to protect themselves from danger.

"The demand is high," Doflamingo added. "Countries dealing with me keep asking for more of these shells. But I know you have better ones. I want a bigger trade—this could be more useful than guns!"

Arthur chuckled lightly. "Doflamingo, you should know by now that better things take time."

Doflamingo frowned, but Arthur continued. "That being said, I can double your order. From a thousand shells every three months to two thousand—but that's my limit for now. My own soldiers need equipment too."

Despite feeling that even two thousand wasn't enough, Doflamingo smirked, satisfied. "Heh, doubling it, huh? Alright, I'll take that. I'll send Morgans your number soon—expect his call in a few hours."

"Good. I'll talk to you later." Arthur hung up, though his mind was still filled with thoughts about Doflamingo.

Arthur mused about Doflamingo's role in the grand scheme of things. If the original plot followed its course, Doflamingo would eventually fall to Luffy. That wouldn't concern Arthur, except for one thing—Doflamingo knew the secret of the Celestial Dragons.

The Celestial Dragons' secret was also tied to the demise of the D family. In essence, it was their trump card, the reason they remained so untouchable and arrogant despite their foolishness. And Arthur desperately wanted to uncover that secret.

"Should I intercept Doflamingo's ship and bring him in when the time comes?" Arthur thought to himself, lost in deep contemplation.

Before Arthur could get too wrapped up in his thoughts, the phone worm rang again, breaking the silence. Arthur glanced at it, noting the change from Doflamingo's red-sun glassed face to that of an eagle-like visage.

"Hello, Morgans!" Arthur greeted the famous newspaperman, who had connections to the World Government, the underground world, and even the Four Emperors.

"Arthur! Doflamingo said you had some business with me. What can I do for you?" Morgans asked, his curiosity piqued.

Arthur explained his situation. "I need your help to promote my country, recruit chefs, top gamblers, elite service industry workers, and beautiful women and men from around the world. Also, I'd like you to announce that after the World Summit, my nation will officially open to the public."

Morgans listened carefully before responding. "So, you're looking to gather top talents and make a grand announcement for your country's opening?"

"Exactly," Arthur confirmed. "My country's construction is complete, and once the necessary personnel are in place, I want to show the world the beauty and wealth of my empire."

Morgans let out a low chuckle. "This scale of publicity will cost quite a bit, especially with the number of newspapers I'll need to print. The expenses won't be small."

Arthur grinned, unbothered. "Don't worry, you won't be at a loss. Shandora alone has over 1,300 tons of gold. We can cover the costs easily."

Morgans, satisfied with the response, chuckled again. "In that case, we've got a deal. I'll visit your country myself when it opens—I'd like to see it firsthand."

Arthur smiled. "You're more than welcome. I'll send you photos of the country soon, and I trust you'll make sure the promotion is flawless."

"Of course! Leave it to me," Morgans assured before the call ended with a sharp **click**.

When the call ended, Arthur sighed in relief, feeling satisfied with how the promotion had gone. It seemed only fitting to let Morgans spread the word, ensuring the news would reach every corner of the world through his newspapers.

For an entire day, the angels from the design institute had worked hard, capturing photos of fifty floating islands, eight sky islands, and Apayado.

With so many images—over four to five thousand—the task of selecting the best ones was challenging. However, after meticulous effort, they narrowed the collection down to about 300 photos.

Each image, carefully chosen for its ideal angle and overall aesthetic, resembled artwork rather than simple photographs.

These images didn't just capture the islands themselves; some highlighted special or beautiful sections of the landscapes, while others focused on various buildings and interiors. Though there were still many places left to photograph, the collection offered a sense of grandeur and left viewers with high expectations. Arthur had made sure that these photos would be used for promotional purposes over the span of a week.

Moreover, he insisted that the photos be printed in poster size. This way, they could serve as decorative pieces people would want to collect rather than discard. The posters, essentially serving as continuous promotional material, would make a lasting impression.

Two days later, Morgans received the photos and was astounded by their quality. With an eager smile, he mused about visiting when the empire opened to the world.

On the third day, the news of the Angel Empire spread across the globe. The breathtaking beauty of the floating islands, described as a paradise straight out of a dream, captivated the world.

Talented chefs, expert gamblers, top-tier croupiers, and service industry elites, as well as beautiful men and women, were all drawn in by the allure of the empire. Following the newspaper's requirements, they eagerly submitted their resumes, hoping to be part of this extraordinary nation.

One month later, Arthur planned to send his people to six locations—Four Seas, the first half of the Grand Line, and the New World—for on-site assessments. Those who passed the rigorous evaluations could earn a house or apartment on the sky islands based on their level of skill, gaining the prestigious qualification to reside there.

Of course, this was just the beginning. To truly become a permanent resident of the Sky Island, they needed to either work for five years or make significant contributions to the empire. However, the idea of living in such a remarkable place had already captured the world's imagination.

The buzz was global. People everywhere discussed the opportunity, imagining a new life in the sky with their families. Those who were skilled or ambitious were preparing themselves for the assessments. Such a paradise seemed too good to pass up, a place where dreams of a better life could come true.

The world's most prominent figures took note of the rising empire.

Whitebeard, the legendary pirate, chuckled while reading the newspaper. "Gurararara! This young brat's country is truly beautiful! I'd love to visit one day," he said, showing the images to his sons.

Jozu, the diamond-armored pirate, chimed in, "Look, Dad, it says anyone can visit as long as they follow the country's laws, just like in Gran Tesoro golden city."

"Gurarara! Silly boy, I'm Whitebeard! Even if I could go, do you think anyone would let their guard down around me? Gurararara!" Whitebeard laughed heartily.

On the ship, a young man with an orange hat, Ace, the Fire Fist, couldn't help but smile at the photos. His fame was rising, but even he was drawn to the beauty of the Sky Island.

The other Emperors reacted as well. Big Mom, intrigued by the grandeur of the empire, wanted to claim it as her own but knew that venturing into the first half of the Grand Line would invite a Marine assault.

Red-Haired Shanks, on the other hand, expressed his desire to visit for the food from around the world, especially dishes from his hometown that he had long missed.

Kaido, however, was furious. The last time he had seen the Sky Island, Arthur was on the head of a dragon, humiliating Kaido, a Dragon-Dragon Fruit (Uo Uo no Mi) user. Now knowing where the island had moved, his rage boiled over as he plotted revenge.

In Mary Geoise, the World Government was equally surprised. The Five Elders, men who had lived for many years and had seen it all, marveled at the beauty of this new country. However, their amazement was brief.

The Celestial Dragons, arrogant as ever, felt entitled to such a paradise. They demanded that the Sky Island be seized for their exclusive enjoyment, believing that only the descendants of the Creator should experience its beauty. Some even began preparing ships to visit Arthur's empire.

At the Navy Headquarters, Sengoku, Garp, Lieutenant General Tsuru, and Aokiji each held a newspaper. 

"This place is truly one of the most splendid scenes in the world!" Sengoku admired the photos. "Once I retire, I'll go there for a vacation."

Garp nodded, though his interests lay elsewhere. "Yeah, Sengoku! The Boeing Islands and Food Island look great! I can't wait to try all the food!"

Lieutenant General Tsuru smiled. "This child's country was beautiful before, but now it's even more so. I might settle there after I retire."

Aokiji, ever relaxed, yawned. "It's a lovely place, no doubt. But with it becoming a tourist destination, it might get a bit noisy for sleeping."

Even the Revolutionary Army paused their activities to admire the photos of the Angel Empire, discussing the breathtaking views.

Meanwhile, back on New Sky Island, Arthur was instructing his new recruits on how to develop their Devil Fruits, looking ahead to the grand future of his empire.
