When Arthur returned standing atop the majestic dragon, Nolan, even though the Sky Island angels had witnessed this spectacle once before, they were still awestruck. Despite Nolan being smaller this time, the sheer beauty and grandeur of the dragon left the angels speechless.

For Nolan, it was the first time arriving at his new home, and the changes were overwhelming. The once-familiar surroundings had transformed so much that Nolan hovered over the sixty islands, momentarily disoriented. But after Arthur explained everything, Nolan's confusion turned into excitement—his new home was far better than the old one.

Arthur reassured Nolan, explaining that while the land Nolan once inhabited on pagaya had been redeveloped, the new Island of Gods offered even more space. Nolan was free to explore the sightseeing floating islands, as long as he didn't harm anyone or damage the environment. With that freedom granted, Arthur headed to the newly built Parliament Hall, while Nolan eagerly began to explore his new surroundings.

In the coming days, the rest of the Angel Empire's legions returned to the Island of Gods. Only the seven legions stationed in the New World were still out on assignment, but Arthur was focused on organizing the Angel Empire's propaganda plan. He would soon contact Morgans and prepare to announce the Angel Empire's rise to the world.

As the seven legions trickled back one by one, the Shadow stream Legion's return surprised Arthur the most. It was the only legion without an official commander, but the changes in its members were astonishing.

The once-white wings of the Shadow stream angels had turned a deep, pitch-black color, absorbing light rather than reflecting it. Their eyes, now entirely black, gave them an eerie, otherworldly presence.

Their skin had also shifted to a faint gray, and most notably, they had developed a mimicry ability, allowing them to blend seamlessly into their surroundings, particularly in darkness.

This ability was a significant advantage in stealth operations, almost as effective as the transparent fruit or a devil chameleon fruit. What shocked Arthur even more was the strength of the Shadow stream Legion's leadership. Three of their deputy commanders had reached the level of elite lieutenant generals, an unprecedented achievement for the legion. In the end, Urouge, the strongest among them, was elected as the new legion commander, marking a significant milestone for the Shadow stream Legion.

The Shadow stream Legion wasn't the only one experiencing growth. The King Kong Legion, led by Urouge, also had a deputy commander who had ascended to the rank of elite lieutenant general. Similarly, Wald's Kamui Legion boasted a deputy commander who had broken through to this level as well.

Across the ten major legions, fourteen commanders and deputy commanders had now reached elite lieutenant general status. Additionally, 27 deputy heads and squad leaders had attained the rank of lieutenant general, and 232 war angels had reached the level of elite major generals. The remaining 857 members were all at the level of brigadier general or major general. Arthur was confident that within a year, all 857 would advance to full major general rank.

What truly stood out was the youth of these soldiers—none of the top ten legions' members were over thirty years old, with the oldest being only twenty-nine. This youthful army had the potential for incredible future achievements, and Arthur realized that they could one day become an army entirely made up of lieutenant generals.

The incredible progress was largely thanks to the IQ grass, which had drastically enhanced the angels' physical and mental capabilities. Without it, Arthur knew that such rapid growth would have been impossible, and only a fraction of his forces would have reached their current ranks. The IQ grass had truly proven to be a miraculous tool for evolution, and Arthur had wisely classified it as top-secret knowledge.

Each legion within the Angel Empire had also begun to exhibit unique abilities, just as Arthur had envisioned. The Thunder Legion, for example, still had white wings, but they now glowed with a blue-violet hue, occasionally crackling with electrical arcs.

Their power output ranged between 15 million and 25 million volts, and with the aid of special lightning shells, they could increase their reserves to 50 million volts. The team leaders could generate up to 40 million volts, while Weber, the most powerful of them, could unleash 50 million volts. Arthur speculated that their maximum potential could reach up to 70 million volts, but that would likely be their limit.

The Radiant Legion also returned with glowing golden wings, and Arthur was greeted by Raqi, whom he hadn't seen in over a year. Their reunion was joyous and intense, solidifying the bond between them. The Radiant Legion, much like the others, had developed their own unique traits, and Arthur could already see the powerful future of the Angel Empire unfolding before his eyes.

With his legions growing in strength and his plans for global recognition in motion, Arthur knew that the world was about to witness the true might of the Angel Empire.

The Angel Empire's legions had undergone incredible transformations, each now possessing unique traits that made them more formidable than ever before.

The **Radiant Legion**, with their glowing wings, had the ability to emit a blinding, intense light. Not only was the light dazzling, but their wings could also radiate scorching heat, burning anything that came too close. Their fiery brilliance made them a fearsome sight on the battlefield.

The **King Kong Legion**, known for their immense physical strength, had bulked up even further. Their wings resembled sheets of metal, and their muscular bodies gleamed with a metallic sheen. They could harden their skin and muscles at will, achieving a level of durability comparable to high-level mastery of the "Iron Body" technique. With the addition of Armament Haki, their defense was on par with that of an elite lieutenant general, making them nearly invulnerable in combat.

The **Kamui Legion** had also transformed drastically. Once strong, their bodies had grown even more imposing, with each member towering at over three meters tall. Their wings, massive and muscular, added to their intimidating presence. Their sheer physical power allowed them to lift fifty tons, though this still paled in comparison to true prodigies like Zoro, who could perform incredible feats of strength from a young age.

The **Virtual Air Force Regiment** became breathtakingly beautiful, with wings that shimmered in a rainbow of colors. Their skin had also taken on a slight iridescence. Surrounding each member was a faint distortion in the air, hinting at the toxic gases they exuded, which repelled insects and pests. Their beauty and lethality made them both mesmerizing and dangerous.

The **Ice Legion**, led by Yana, had transformed into ethereal beings of icy beauty. Each member of this all-female legion had light blue wings surrounded by mist, and their wings looked as though they were sculpted from ice. With their blue eyes, white eyelashes, and light blue hair, they resembled winter goddesses. Their beauty had increased significantly, with Yana and Raqi, in particular, becoming even more striking, almost unrecognizable compared to their former selves.

The **Flame Legion** had a fiery transformation. Their once lean bodies now sported fiery red hair and wings that blazed like fire. Their commander had even gained the ability to breathe fire and secrete a flammable liquid that engulfed his body in flames without causing harm. His legion shared these abilities, giving them an aura of arrogance and power, like walking infernos.

The **Super God Legion**, led by Enel, had embraced advanced technology. They now resembled futuristic warriors, with their wings equipped with specialized armor and three turbofans for flight propulsion. Their bodies were fitted with nitrogen propellers and a multi-functional suit of armor. They even wore X-infrared glasses that could detect opponents' combat power, weapons, and heat sources, as well as access a vast database of personal information on notable pirates, Marines, government officials, and nobles. Despite all these modifications, they remained entirely flesh and blood, but now equipped with advanced combat technology.

The **Streamer Legion** had become faster and sleeker. Their wings had grown larger, more streamlined, and sharper. Their legs had also lengthened, giving them a more elegant and agile appearance. Their flight speed was unparalleled—three times faster than the second-fastest legion, the Super God Legion. Despite relying on technology for flight, the Super God Legion couldn't match the natural speed of the Streamer angels.

After assessing the newly evolved abilities of each legion, Arthur was ecstatic. The combat power of the Angel Empire had skyrocketed, making it one of the most formidable nations in the world. But Arthur knew there was more to be done.

His next move involved working with Doflamingo through the intelligence networks they had built over the last two years. There were several Devil Fruits that Arthur had acquired from an auction and from news in the South Blue Sea. These fruits would be distributed among the army commanders, giving them even greater high-end combat capabilities, further elevating the strength of the Angel Empire.
