The Angel Empire had suddenly relocated its entire country, but the World Government and the Marines didn't find out immediately. It wasn't until the new location was stable and major renovations began on Sky Island that the World Government was officially notified.

The sudden move caught the World Government off guard. However, due to internal corruption and bloated organizations, they didn't pay much attention to the situation. After all, there are countless islands in the world, and as long as a country isn't part of the World Government or it's just an uninhabited island, anyone can claim it.

This new location was also over a thousand kilometers away from Impel Down, the underwater prison, so they didn't see it as a major concern. The relocation of a country was unusual, but since they didn't realize an entire island had been moved, the World Government and Marines didn't care much once the new location was identified.

Although the Marines were slightly worried about how close the new location was to the prison, they didn't think much of it. As a result, the matter settled quietly, causing no major disturbances.

However, what Arthur didn't know was that two months after Sky Island relocated, a ship sailed from the White Sea in the New World, heading toward the original location of Sky Island. The captain of that ship was Jack "the Drought," one of the Three Disasters of the Beasts Pirates.

Jack had intended to seek revenge, but when he arrived, there was nothing there — just empty sky. After venting his frustration on the surrounding clouds, he returned to the New World. Being an important member of the Beasts Pirates, he couldn't waste time chasing shadows.

But Kaido, Jack's captain, was a different story.

Within a year, the floating island engineers had turned many of the islands into floating islands, and under Jessica's control, they were arranged in their new positions. There were a total of 51 islands, one more than expected.

From a distance, the current Angel Empire looked like a dreamlike fantasy world.

In addition to these islands, eight other Sky Islands, including the Island of the Gods, where Arthur's family lived in Upper Yard, had also been transformed. The changes were dramatic compared to a year ago, or even six years ago. The Angel Empire was now a breathtaking sight, and even the usually calm angels were filled with excitement.

Normally, 300,000 of them were stationed across the 50 floating islands, 8 Sky Islands, 1 vine-covered island, and 1 frontline island near the edge of the Grand Line.

For the remaining 300,000 troops, Arthur found three large islands in the Calm Belt to use as training grounds. Every two months, he rotated 30,000 soldiers between the floating islands and the new islands. This way, it took ten months for the entire force to go through a full rotation, with two months of break time at the end. Once their break was over, the rested 300,000 soldiers would switch with the next group, continuing the cycle.

Food was never a problem since the sea had plenty of resources. On top of that, Arthur dealt with the issue of scarce wildlife on some of the islands by wiping out all the animals and burning down the trees. After clearing the islands, Jessica used her abilities to flatten the land and raise it higher above sea level. Arthur then arranged seeds in the soil, and Nami, using her knowledge of weather science, made it rain to help the crops grow. It was quick and efficient.

Because there are many deserted islands in the Calm Belt, Arthur found five that had few birds and no ship traffic. He burned those islands too, merging them to form a special area of about 200 square kilometers for agriculture. To protect these new farms from birds and other dangers, Arthur used advanced technology.

He deployed 100,000 robots on each island, all powered by solar energy. These robots were tasked with farming, and 10,000 of them were even equipped with automatic rifles for protection. This automatic rifle was a result of Arthur's input. The world already had the technology to create bullets and shells, but their firearms were quite basic. Arthur suggested the idea of an automatic rifle, and even though he wasn't an expert, he explained enough for the scientists to understand and build it.

Using his lightning powers, Arthur helped the scientists refine the design until the automatic rifles were as effective as those from Earth. However, Arthur didn't plan to mass-produce these rifles since they weren't necessary yet. For now, the rifles were mainly used by the robots to keep birds away from the farms. He had better weapons in mind for the future.

Over the past year, most of Arthur's plans had come together. One of his next big moves was to head to the New World to bring back Nolan and the commanders of the Ten Major Legions.

A couple of months ago, the commanders of the Ten Legions reported that they had reached their goals and were ready to return with their troops. However, Arthur told them to stay a bit longer to see if they could improve even further.

A few days ago, Arthur checked in with each of the commanders to confirm if there was any more progress to be made. Once he was sure they had reached their peak, he prepared to bring them back.

Jessica would handle bringing back most of the legions, except for the Thunder Legion, which now had a dragon. Arthur planned to make a big entrance before the next World Summit, using Nolan and the legions as a show of strength.
