This is a non-negotiable condition!" Arthur addressed the Sky Island officials he was preparing to send to the World Government's Mary Geoise.
"Also, we need to ensure that we can freely invite members of the Seven Warlords to Sky Island. We'll decide which Seven Warlords we want. As for the Marines stationed here, we'll say..." Arthur paused to reconsider. He decided it wasn't a big deal. As long as it wasn't an Admiral stationed here, there wouldn't be any issues. "Forget it, let's go with this plan."
"Understood, God," Gang Cole nodded.
Although he didn't fully comprehend Arthur's requests, one thing was clear—Arthur never did anything meaningless. Since taking the role of 'God,' Arthur had been strategic in all his decisions. Cole, despite not fully understanding the plan, trusted Arthur's judgment and refrained from asking further questions.
Afterward, Arthur teleported to the Marine warship and addressed Vice Admiral Tsuru, who was waiting aboard. "Ms. Tsuru, I leave this in your hands. I look forward to hearing good news."
Tsuru nodded with a kind smile. "Don't worry, this is in the World Government's interest as well. It will go smoothly."
"Then, farewell for now, Ms. Tsuru, Admiral Aokiji." Arthur nodded respectfully to both of them.
"Ah, these past few days have been refreshing. This place is truly incredible. I think I'll come back whenever I get the chance," Aokiji said, nodding as he admired the surrounding landscape. He found the Sky Island especially suitable for a lazy afternoon nap, imagining himself drifting on clouds with no disturbances—a true paradise.
"Then I'll be sure to welcome you back! Goodbye for now," Arthur said, bidding farewell once more as he left the warship.
Shortly after, the warship departed, led by a few angelic escorts, heading back to where it came from.
Behind them, Arthur's envoy followed, slowly leaving Sky Island. For the members of this mission, excitement filled the air. It was their first time leaving Sky Island to venture into the Blue Sea.
As he watched the ships sail away, Arthur turned and made his way back to the island.
In the Island of Gods, within the grand and opulent palaces, a streak of lightning appeared, twisting and transforming into Arthur as he teleported inside.
Arthur then made his way to Jessica's training grounds, where she was hard at work, practicing her swordsmanship. Even though Jessica, thanks to her Lion Fruit
(Neko Neko no Mi), already possessed strength rivaling that of a veteran vice admiral, and even had the potential to one day surpass them, reaching the level of an admiral was still a long way off—at least three years by Arthur's estimation.
Indeed, strength was often more challenging to develop for women. But Jessica was determined. She wanted to master the dual-sword style and become a powerful female swordsman.
"Jessica," Arthur called out.
Jessica ignored him, focusing on her basic training, honing her skills in swordsmanship and building her arm strength.
"We've got a lot of work to do coming up, so let's pause for now. Once things settle down, I'll take you to train with Mihawk or another swordmaster. We could even find a kendo master from the Marines."
Hearing this, Jessica finally stopped her training, turning to Arthur with an excited expression. "Really?"

Arthur's plans were already in motion. Now, they were just waiting to master the bubble floating island and spacecraft technologies, at which point the astronomical scientists would be sent to the moon.

This serene island, named Treasure Island by Arthur, was in the process of being transformed by angels working on cloud formations beneath and around the island for construction purposes.
It had been two months since Arthur had sent Nami to Sky Island to study with the elders, and she had since traveled with them to the moon. With the bubble technology mastered, the only task left was its practical application.
Treasure Island was just one of many islands marked for transformation, destined to become part of Arthur's grand vision for the Angel Kingdom—a floating tourist haven.
Jessica had been tasked with more than just setting up an intelligence network. Arthur had also privately asked her to search for ten islands with unique natural environments across the Grand Line, along with some that stood out for their beauty and distinctive qualities. Treasure Island was one of these special locations.
Once the transformation was complete, the island would float within the Angel Kingdom as a tourist destination. But the task wasn't easy—only 500 angels were involved in the project at the moment.

The goal was to transform multiple islands with floating island technology. Eventually, teams of angels would lead the transformation of other islands, with a backbone of experienced workers leading the charge.
Jessica was set to bring around fifty islands, all with distinct roles. Twenty islands would become residential areas, ranging from 30 to 70 square kilometers.
Five of these would be designated as hotel islands, classified from one-star to five-star ratings. The most beautiful islands would be reserved for elites from various races and would serve as rewards for those who contributed to the Angel Kingdom.
Seven islands would integrate perfectly with the existing Sky Islands in Arthur's kingdom, blending land, islands, and clouds in a seamless and aesthetic design.
Some of the more artistically inclined angels had already established an art academy on these islands, creating spaces that combined the aesthetics of both the Blue Sea and the Sky Islands, resulting in breathtaking and functional environments.
Six entertainment islands, sourced from the Calm Belt, were set to become natural and fascinating paradises with playful and intriguing designs. Arthur envisioned them as perfect spots for relaxation and fun, enhanced by certain modifications to make them even more exciting.

Five islands would focus on commerce, though they lacked any unique features, while three combat islands, varying in size, would serve as battle arenas. These islands had tough but lightweight terrain, ideal for handling the intense aftershocks of powerful battles. The islands would be divided into tiers for different strength levels, from major to vice admiral ranks, with hardened grounds to withstand combat.
Two food islands were planned—one being the Boeing Islands, famous for their natural food sources, though access would be restricted and require a fee due to the predatory nature of the island's plants.
The second, named Food Island, was a special place where crops grew to be more nutritious and flavorful than anywhere else. Arthur planned to invite renowned chefs from around the world to set up shop on this island, making it a culinary paradise divided into regions representing various seas and the New World.
Finally, among the many islands Jessica found, she deemed one the most beautiful, and Arthur intended to turn it into his private garden, merging it with the Island of Gods. Another planned island, Las Vegas, would focus on gambling—a human pastime that Arthur was confident would yield enormous profits. He planned to ignore Gild Tesoro, the Golden Fruit user, unless Gild Tesoro dared to challenge him.
As Arthur watched Treasure Island being transformed, a large bubble began to take shape beneath it, signaling the birth of the first floating island. Satisfied, Arthur took Jessica's hand, and together they flew back to the Angel Kingdom, ready to embark on the next phase of their grand plan.
