Garp's eyes narrowed as he studied the image before him. The elongated figure surrounded by the blue-violet electromagnetic beam was unlike anything he had seen. "This is no ordinary ability!" he exclaimed, the gravity of the situation sinking in.

Sengoku leaned closer, frowning. "If it's a Devil Fruit user, then we need to identify who it is. A power that can create such a phenomenon could be extremely dangerous."

The colonel interjected, "We've already dispatched ships to investigate. The last report indicated the light shot towards the East Blue Sea, likely heading for an unknown island."

Garp slammed a fist on the table, startling everyone. "We need to get there first! If this person is hostile, they could disrupt the balance of power in the seas!"

Sengoku nodded, his expression serious. "Garp, gather your team. We'll need to approach this carefully. We don't know what we're dealing with yet."

As Garp left the room, Sengoku felt a sense of foreboding. Whoever this new power was, they had the potential to tip the scales in the ongoing battle against the Yonko and other threats.

Meanwhile, high above the clouds, Arthur soared effortlessly, relishing the exhilaration of flight. The blue-violet light trailing behind him was a beacon of his newly found capabilities. He could feel the rush of electromagnetic energy coursing through him, and the thrill of exploring the unknown fueled his ambition.

"Time to find Nami," Arthur murmured to himself, steering his flight towards the East Blue Sea. He recalled the conversations with the old men from Sky Island and their insistence on finding a worthy heir. Nami, with her potential and determination, was perfect for the role.

As he glided over the tranquil waters, the island of the Dragon Pirates came into view. A rugged shoreline dotted with palm trees and rocky cliffs greeted him. Arthur's heart raced at the prospect of meeting the infamous crew.

"Let's see what kind of welcome I get," he said, feeling the excitement build as he descended toward the island.

Upon landing, Arthur noticed the atmosphere was tense. Pirates moved about, casting wary glances at one another. The air crackled with uncertainty as whispers of his arrival began to spread. 

"Who's that guy?" one pirate muttered, eyeing Arthur's wings. "He looks powerful."

"He's not one of us!" another replied, clearly agitated. 

Arthur remained unfazed. He knew how to handle confrontations and would not let fear dictate the moment. He approached the main gathering area, where a large, imposing figure stood—donquixote Doflamingo's former subordinate, the Dragon himself.

"Arthur of Sky Island!" he bellowed, drawing attention. "What brings you to my territory?"

"I seek to speak with you about an alliance and a mutual interest," Arthur replied confidently. "I want to offer you something that could benefit both our goals."

The Dragon raised an eyebrow, intrigued yet cautious. "An alliance? With a flying man? What do you want in return?"

Arthur took a step forward, his voice steady. "I need information about the sea, the current state of the pirate world, and your insights on powerful individuals. In exchange, I can provide you access to advanced technology and knowledge that can strengthen your crew."

The Dragon chuckled, amusement flashing in his eyes. "You think you can just waltz in here and make demands? You must be more confident than most."

"I'm not here to threaten you; I'm offering a chance for us both to grow," Arthur replied, unyielding. "The world is changing, and those who adapt will thrive."

The Dragon contemplated his words, the gears turning in his mind. "Very well, let's hear what you have to say. But remember, I don't take kindly to betrayal."

Arthur nodded, feeling the weight of the moment. As they began to negotiate, he knew that this could be the start of something significant—not just for himself, but for the future of the skies and the seas alike.

Arthur's heart raced as he approached the island, the sight of the cliff and the tomb coming into view. He recognized the figures tending to the grave: Nami, with her vibrant orange hair, and Nuo, her loyal companion. The somber scene struck a chord in him; he could sense the bond they shared with the past.

As he landed softly on the ground nearby, Arthur took a moment to gather his thoughts. He knew that this was a pivotal moment—not just for him, but for Nami as well.

"Hey! Who's there?" Nami's sharp voice cut through the quiet as she turned to face him, her expression shifting from surprise to caution. 

Arthur stepped forward, raising his hands in a gesture of peace. "I'm not here to cause any trouble. My name is Arthur, and I'm looking for you."

Nami exchanged a glance with Nuo, her eyes narrowing. "Looking for me? Why? What do you want?"

"I need your help," he replied earnestly. "I'm aware of the challenges facing this world, and I believe you have the potential to make a significant impact. I want to offer you an opportunity—a chance to be part of something bigger."

Nuo, protective as always, stepped in front of Nami. "You don't even know her! Why should she trust you?"

Arthur smiled, appreciating the concern. "Fair point. But I can assure you, I'm not just some random stranger. I've seen what you're capable of. Your intelligence, determination, and strength set you apart. I believe you could be a leader."

Nami's expression softened slightly, but skepticism lingered in her eyes. "And what's in it for me? Why should I leave everything behind?"

"I can help you achieve your dreams," Arthur said, his voice steady. "The world is changing, and with the right allies, we can make a difference. I have access to advanced technology and knowledge that could turn the tide in our favor."

Nuo still looked unconvinced, but Nami's curiosity began to peek through her defenses. "What kind of technology?"

"Let's just say it involves flying and lightning," Arthur grinned, hoping to pique her interest. "Imagine having the means to navigate the seas effortlessly or defend your home with advanced weaponry."

Nami considered his words, her mind racing. "And what do you want in exchange?"

Arthur took a step closer, his expression sincere. "I need someone with your skills to help lead a team—an alliance to challenge the current powers that be. We need to be ready for whatever comes next."

A long silence hung in the air as Nami weighed her options. Finally, she spoke, her voice resolute. "I'll think about it. But if I sense any trickery, I won't hesitate to take action."

"Fair enough," Arthur nodded, appreciating her caution. "Take your time. I'll be around."

As he turned to leave, Arthur felt a rush of optimism. This was just the beginning, and with Nami by his side, he could sense that they were on the cusp of something extraordinary.

Meanwhile, back at Navy Headquarters, Sengoku was deep in thought as he assessed the implications of the mysterious figure Arthur. "If Garp's hunch is right, we need to monitor this situation closely. The balance of power is fragile, and we can't afford to overlook any potential threats."

With a determined look, Sengoku gathered his officers. "Prepare the fleet. We need to investigate this phenomenon further and be ready for anything."

As the ships began to mobilize, the stage was set for a confrontation that would ripple through the Grand Line and beyond—one that would intertwine the fates of pirates, Marines, and the very future of the world.
