Time always seems to pass by unnoticed.

On the northern coast of the Land of Frost, Uchiha Kaito, Uchiha Izuna, and Uchiha Chiri stood on a large rock by the sea, gazing at the vast ocean before them.

"I didn't expect it to be a year since we left Ōeyama," Kaito said, his long hair blowing in the wind, a smile on his face as usual.

"Time flies," Izuna remarked while teasing a pure black crow in his hand. He glanced at Kaito and said, "You're going back soon, but I bet you'll be out again quickly."

Kaito replied unexpectedly, "I have a lot of things to do as well. As for Sasuke, I'll let him find his own way."

Izuna paused, surprised. "You're really letting him go off on his own?"

"Why not?" Kaito looked at him in surprise. "Weren't you already on the battlefield at his age? Sasuke is fourteen now."

Izuna waved his hand, and the crow flew away. He crossed his arms and said seriously, "It's different!"

Kaito asked, "How so?"

Izuna's face darkened. "Don't you realize how many enemies you've made with all your running around? Next, you're planning to extort a large sum from the Five Great Shinobi Villages. If they can't get to you, they'll target Sasuke."

He snorted and continued, "Besides, Sasuke is the only remaining member of the Uchiha clan. Nothing can happen to him."

"Come on, I haven't extorted anyone. Releasing the seals is a fair trade," Kaito pointed at himself. "And really, you're biased. Aren't I part of the Uchiha clan too?"

Izuna gave him a disdainful look. "Can you take on the responsibility of continuing the Uchiha lineage?"

"Well," Kaito replied, "I need to study the materials from the Divine Tree to make a suitable paper doll for Madara-san."

He smiled. "So, I'll leave Sasuke to you, Izuna-senpai. You can continue to guide him since I'm not a ninja and have nothing more to teach him."

Izuna grumbled, "Why can't you carry the materials with you?"

"No way, there's also the resurrection plan," Kaito said, clasping his hands together. "Please, Izuna-senpai."

"You…" Izuna sighed. "We'll see."

"Thank you, Izuna-senpai." Kaito laughed and looked back. "Here they come."

Izuna and Chiri turned around as well.

"I must be quite important," Kaito said with a smile, "to have the Tsuchikage and Raikage come personally."

"Uchiha brat," the hulking Fourth Raikage said, stepping forward and clenching his massive fist. "You've played us for fools."

"Why would you say that, Raikage-sama?" Kaito opened a fan and waved it lightly. "I've done nothing impolite."

"You!" The Raikage's eyes widened, and electricity crackled around him.

The Third Tsuchikage, Ōnoki, floated in the air with his arms crossed, looking down at Kaito. He interrupted the Raikage, saying, "Kid, you missed our previous meeting, causing us great inconvenience."

Kaito just smiled.

Ōnoki continued, "Ninjas with their chakra sealed can't take missions or train. Even if the seals are removed now, it'll take time to regain their strength, causing significant losses to our villages."

Kaito asked directly, "What do you want, Tsuchikage-sama?"

Ōnoki said, "Since it's your fault for not showing up on time, you must take responsibility for the losses."

He looked at the others. "Raikage, Kakashi, and the representatives from Suna and Kiri, what do you think?"

"Ōnoki is right," the Raikage agreed immediately.

The Suna and Kiri representatives, both ordinary Jonin, were happy to let the Tsuchikage and Raikage take the lead and quickly expressed their support.

All eyes turned to Kakashi, who hadn't yet spoken.

"Why is it always you, Kakashi?" Kaito joked.

"I wonder that myself," Kakashi replied, somewhat helplessly.

"Kakashi, show us Konoha's stance!" the Raikage demanded aggressively.

Kakashi said, "I'm just following Hokage-sama's orders to conduct a normal transaction."

"Such weakness from one of the top villages in the shinobi world!" Ōnoki seemed disappointed.

"Even so," Kakashi remained unmoved and took out a scroll from his ninja pouch. "These are the funds to unseal the chakra of Konoha's ninjas."

He tossed the scroll to Kaito.

Kaito caught it and handed it to Chiri, who opened it and nodded to him.

"No problem."

Kaito smiled, forming hand seals. Golden mist rose from his feet, enveloping him. He no longer needed an incantation to connect with the Dragon Vein.

For some reason, the others didn't interfere but stepped back.

Kaito stomped the ground lightly, and golden chains emerged, linking to the sealed ninjas behind Kakashi.

"Release!"

The chains retreated, and the seals on the ninjas were undone.

"It's done!"

"I'm free!"

"I can feel my chakra again!"

The ninjas were overjoyed.

"Deal's done," Kaito said to Kakashi.

"Everyone, let's go," Kakashi ordered, leading the Konoha ninjas away.

"What about you?" Kaito turned to the others. "Do you want your seals undone?"

"Brat," Ōnoki said angrily, "you're not considering my proposal?"

"Of course not," Kaito said calmly. "You attacked me first. The fact that I didn't kill anyone is already merciful."

The Raikage roared, "You attacked Hozuki Castle and stole the Box of Ultimate Bliss!"

"The Box belongs to Kusagakure. It has nothing to do with you," Kaito replied.

"Wrong," Ōnoki said. "Hozuki Castle is a shinobi prison managed by Kusagakure on behalf of all the villages. As one of the Five Great Nations, we have the right to address any threats to peace."
