Kaito delved into the stone tablet for a while but couldn't decipher it, and reluctantly decided to focus on the task at hand.

"I can't figure it out, so I might as well get down to business."

He stood up, brushed off his clothes, and spread a stack of small paper figures on the ground.

"Attach!"

With a hand seal from Kaito, the small paper figures began to twitch and then slowly stood up.

"Go! Have a good look around."

As he changed the seals with his hands, the paper figures quickly scattered in different directions, disappearing from the basement in an instant.

"Miss Chiri, I've sent the paper Shikigami to infiltrate the interior of the Leaf Village," Kaito said. "The Uchiha, Senju, and Uzumaki were once renowned clans in the shinobi world, leaving behind various jutsu, sealing techniques, and documents, most of which should be in the Leaf now."

"How sad," Uchiha Izuna said mockingly. "The village that Senju Hashirama built for peace, and the two brothers served as the First and Second Hokage, yet they couldn't even maintain their family's reputation?"

"Well, there was nothing that could be done about it. Senju Tobirama had no say in the selection of the Third Hokage," Kaito speculated. "The other clans in the village wouldn't just watch the Senju clan hold the Hokage position forever. This is evident from the fact that he didn't take a clan member as a disciple."

"Without the protection of the Hokage, the Senju clan suffered greatly in the wars, and he had no choice but to let his clan members abandon their surname."

"That makes sense," Izuna sneered. "After all, the Senju clan is special in this village. Other families might survive in their time of weakness, but the Senju couldn't."

"Yes, Senju Hashirama was too powerful, so powerful that everyone feared him. And the destruction of the Uchiha clan, the fuse was with Senju Tobirama. He too was afraid of another Uchiha Izuna emerging," Kaito narrowed his eyes. "Just as mortals may worship the gods, they also deeply fear the god's incomprehensible power."

"Hmph, a despicable and shameless traitor, trash Senju Tobirama!" Uchiha Izuna bristled at the mention of Senju Tobirama.

However, Kaito felt that as the Uchiha clan's former second-in-command, who had long opposed Senju Tobirama, he was actually the same type of person as Senju Tobirama.

Of course, he couldn't say that out loud.

It wouldn't be good to provoke the senior to explode on the spot.

"I'll also go out for reconnaissance, Kaito," Uchiha Chiri suddenly suggested. "As long as I maintain the form of a ghost, others won't be able to see me. Besides, Izuna is completely unfamiliar with the Leaf, and Kaito is not a shinobi, only I can quickly locate the target."

"Miss Chiri?" Kaito looked at Uchiha Chiri in surprise. "Although it might waste some time, my paper Shikigami will find it."

"No, Kaito," Uchiha Chiri gently shook her head. "You don't really understand the habits of shinobi, only I can ensure no oversight."

After a moment of thought, Kaito could only reluctantly agree: "Then okay, thank you for your hard work."

He formed another seal, releasing Uchiha Chiri from the paper figure and returning her to a ghostly state.

"Please be careful, Miss Chiri."

"I will, don't worry."

Uchiha Chiri then floated up through the floor above and began her reconnaissance.

"Miss Chiri also had equal love for the village and the clan. Although the sudden appearance of many Mangekyō Sharingan within the Uchiha caused panic in the Leaf, leading to internal strife in the Uchiha," Kaito spoke in a somewhat complex tone. "But she only developed the extraordinarily powerful genjutsu called Izanami to defeat those who abused Izanagi, quelling the internal strife."

"She didn't expect that even though the Uchiha suffered great losses in the internal strife, the fear and suspicion in the Leaf would not easily disappear. In the end, Miss Chiri was assassinated by the Leaf's higher-ups in collaboration with some in the clan who were eager for power and profit."

"She must have felt very resentful," Kaito said regretfully. "She was betrayed by the clan she wanted to protect."

"Tch, it shows that since joining the Leaf, there have been more and more fools in the clan!" Izuna remarked

On the other side, as time passed, Kaito's paper Shikigami had spread throughout every corner of the Leaf Village.

Due to the small size of the paper figures, the absence of chakra fluctuations, and their ability to blend into the environment at any time, they went undetected by anyone.

Meanwhile, in the Hokage's office within the Hokage Building, the atmosphere was tense.

The Fifth Hokage, Tsunade, was silently glaring at the three members of the Leaf's advisory council.

Old fogies living off past glories!

She cursed them fiercely in her mind.

Faced with the Hokage's anger, the three elderly council members showed no sign of backing down.

"Tsunade, you shouldn't have let the Jinchuriki leave the village at such a critical time," Homura Mitokado squinted at Tsunade, "It's too risky to entrust the Jinchuriki to Jiraiya alone without knowing the exact strength of the Akatsuki."

"If it's just for teaching the Jinchuriki, it can still be done within the village," Koharu Utatane added.

"Enough with the Jinchuriki, Jinchuriki!" Tsunade exclaimed angrily, "The kid's name is Naruto Uzumaki!"

"And Jiraiya has confirmed that the Akatsuki's next attack will be in three years!"

"Hmph," Danzo Shimura, who had been silent until now, spoke up, "Such uncertain information cannot be taken as a basis. Losing the Nine-Tails would cause a huge loss to the village. Who will take responsibility then?"

Tsunade struggled to contain her rage: "Even if the Akatsuki plans to attack Naruto during this time, it's still better to leave him with Jiraiya. The Leaf is in a vulnerable state right now, and we must ensure that the enemy doesn't cause trouble here! Jiraiya and the others have unpredictable movements and can always use the Summoning Jutsu to go to Mount Myoboku, so there shouldn't be much danger."

Danzo's sole visible eye gleamed as he stepped forward and stared at Tsunade, "Jiraiya is too unreliable. The Jinchuriki should be secretly handed over to me, so he can be completely hidden."

Upon hearing this, Tsunade could no longer hold back her explosive anger.

She slammed her hand on the desk, shattering it, and yelled, "Enough with the nagging! I am the Hokage now!"
