First of all they don't give up on Ash's Pokemon but have other problems happened during this time.

Kanto Seafoam Islands:
The Rocket Trio is seen huddling together, trembling as they face a majestic blue Pokémon—a furious Articuno. The legendary bird glares at them, releasing a chilling hail into the air.
Now, you might wonder: how did these three end up face-to-face with an angry Articuno? And what exactly did they do to provoke it?
To understand this, let's take a look at what they've been up to since their last encounter with Ash and his friends.
Flashback:
After the whole skirmish at Maiden's Peak, our Rocket Trio was busy brainstorming new ways to catch Pikachu.
James was carefully polishing his prized bottle cap collection, completely absorbed in the task. Jessie, meanwhile, was brushing her hair and flipping through a magazine.
Annoyed at how carefree they seemed, Meowth couldn't hold back and used his fury swipes and swiped both of them on their face with his claws, leaving red marks on their skin.
"Hey, Meowth! You could've damaged my collection!" James exclaimed, frantically checking each bottle cap for scratches.
"You dumb cat! How dare you scratch my beautiful face? I'll kill you if you touch my face again!" Jessie snapped, her expression filled with fury.
"You dweebs, nya~! What are you doing? We're supposed to be discussing how to catch the twerp's Pikachu, nya~!" Meowth scolded, snapping the duo back to attention.
James suddenly perked up. "I have a great idea! Let's trap the twerp and his goons in a cage!"
Jessie and Meowth gave him a flat look.
"Nya~ he's got superpowers, you dimwit," Meowth sighed, leaving James looking deflated.
Jessie chimed in with her own idea. "How about this: let's disguise ourselves as professional Pokémon move tutors and trick them into handing over their Pokémon!"
James and Meowth exchanged excited nods at the suggestion.
"Nya~! Great plan! And just in case things go south, I can whip up an energy-nullifying cage to trap the twerp, nya~!" Meowth added with a grin, to which James gave an enthusiastic thumbs up.
The Rocket Trio wandered through the unfamiliar area, completely unaware of the lurking danger—until several pairs of red eyes began to glow ominously around them.
Being a Pokémon, Meowth was the first to notice, and his heart skipped a beat.
"G-guys... nya~ I think we're in big trouble, nya~," Meowth stammered, pointing at the menacing red eyes surrounding them. Jessie and James followed his gaze, quickly becoming just as frightened.
" Jessie! what happened to the repel I gave you when we enterd this area" James asked Jessie who was like don't look at me.
"Nya~ Jessie, this isn't funny! What happened to the repel? We're in real danger here!" Meowth urged, his voice tense with worry.
"Don't look at me! I thought it was perfume at the time," Jessie defended herself. "I didn't like the smell, so I threw it away when we entered the forest. How was I supposed to know it was actually repel—with James's photo on it! I thought it was just some strange perfume he made!"
"Jessie, why on earth would I give you perfume to enter a forest full of wild Pokémon?" James shot back, clearly annoyed.
The trio immediately fell into one of their usual disputes, bickering and pointing fingers at each other—completely oblivious to the threat around them.
Suddenly, the source of the red eyes emerged from the shadows: a swarm of Beedrill, buzzing angrily. Known for their territorial nature, the Beedrill didn't seem happy to have intruders.
The leader of the Beedrill swarm had no patience for these bumbling intruders. With an aggressive buzz, it commanded the other Beedrill to attack. The Rocket Trio shrieked and bolted, barely escaping the swarm but not without sustaining several stings and scrapes along the way.
As they finally caught their breath, a communication device crackled to life, signaling an incoming call from none other than Team Rocket's leader, Giovanni.
"We're delighted to hear from you, Boss!" the trio chorused, snapping to attention and saluting. On the screen, Giovanni sat with a calm expression, gently stroking his Persian as he regarded them with an unamused look.
"I have a mission for you three," Giovanni said, his tone cold and direct. "Go to Ember Island. We've had reports from Proton about recent sightings of Moltres there. I want every bit of data on Moltres, and if possible, bring back a feather containing its DNA to headquarters."
The trio nodded vigorously, each confirming their commitment to completing this mission as quickly as possible.
"Good," Giovanni replied. "Now, where are you currently, and how long will it take you to reach Ember Island?"
"Sir, we're currently near Fuchsia City," James responded promptly.
Giovanni nodded. "You have a time limit of four to five months to complete this mission," he instructed before the call ended.
Scene Change:
After disconnecting the transmission with the trio, Giovanni leaned back in his chair when a voice interrupted his thoughts.
"Sir, we have other skilled teams within headquarters," a voice remarked. "Why assign such an important mission to them? With a more capable team, capturing Moltres would be far easier."
The voice belonged to a striking young woman with fair skin, scarlet-red hair cascading to her shoulders, and matching red eyes. Her uniform consisted of a black shirt beneath a white leather, long-sleeved jacket, a small black patch on the left side bearing Team Rocket's symbol. She wore a white skirt with a slit on the right side for style, complemented by a black belt with a silver buckle. Her knee-high, white leather boots had a hint of a heel, adding to her poised yet intimidating look. Pink lipstick and matching pink nail polish, paired with large golden triangular earrings, completed her appearance.
This was Ariana, one of Team Rocket's Executives. Giovanni answered her question with an amused chuckle.
"Hahaa, you underestimate the value of those three," Giovanni chuckled, his voice carrying a hint of menace. "Yes, they're troublesome, but they're also a gold mine for data collection. I don't expect them to catch a strong Pokemon like Moltres, but they're useful in ways beyond just capturing targets. Let them continue—those three might surprise us yet."
He continued to stroke his Persian's fur, his expression darkening with a calculating look.
End of Scene Change
The scene shifts back to Team Rocket's infamous trio, who are celebrating their assignment with unabashed joy.
"Nya~ Finally, our hard work is paying off!" Meowth exclaimed, tears streaming down his face as he and his teammates hugged each other tightly.
"Yes! This is our chance!" Jessie chimed in, her eyes shining with determination. "Let's go all-out and capture Moltres! Imagine the promotion we'd get if we pulled it off!"
James and Meowth froze, startled by her ambition.
"Wait, Jessie—boss only asked us to gather data on Moltres or, if we're lucky, maybe grab a feather," James said cautiously. But Jessie interrupted, waving his concern aside.
"Oh, come on! Just think: if we bring Moltres itself as a surprise gift, he'll be thrilled!"
"Nya~ Just imagine, James!" Meowth joined in, now fully committed to the idea. "Picture it: one day, the boss wakes up and finds the sky all gloomy. He's feelin' down, and then, outta nowhere, Moltres swoops in and clears the clouds, bringing sunshine with it! Boss would be so happy, he'd say…"
'For delivering this incredible Moltres and brightening my day, I hereby promote Meowth, Jessie, and James to senior executives of Team Rocket!'
The trio, lost in their fantasy, imagined Giovanni's words of praise as they stood starry-eyed at the thought of their future success.
"Promotion! Bonus! Fame!" The Rocket Trio giggled excitedly, thrilled at the prospect of capturing Moltres.
With renewed determination, they set off in their enhanced hot air balloon, expertly crafted by James and Meowth, and headed towards Ember Island. As they neared the island, they noticed the surroundings were shrouded in a dense layer of volcanic ash, with an unusually high concentration of Fire-type Pokémon roaming the area.
Equipped with special suits to protect them from the ash and intense heat, they began navigating towards Ember Island's center. Thanks to Meowth's latest invention—a Fire Pokémon energy detector—they quickly picked up a massive energy spike near the summit of Ember Mountain.
The trio began their climb up the rugged mountain path, using their safety gear to manage the steep ascent. As they progressed, Meowth's detector blipped with increasing urgency.
"Nya~ Guys, I'm picking up not one, but two massive energy signatures ahead, right near the peak," Meowth warned, his voice tense with excitement and a hint of fear.
They hurriedly scrambled up the mountain, their excitement turning to awe—and fear—at the sight before them. In the center of a volcanic clearing, a majestic firebird with flames dancing across its wings, Moltres, clashed fiercely with a large, lion-like Pokémon cloaked in fiery aura. Its thick mane and intense eyes marked it as a Pokémon of legendary power.
As they huddled closer, James's eyes widened in recognition. "No way… that's Entei! One of the Legendary Beasts from Johto!"
Jessie and Meowth froze, their eyes flickering between the two titanic Pokémon locked in battle. The flames around them grew fiercer, igniting the surroundings with each powerful blow.
The scene on Ember Mountain was both breathtaking and terrifying as Moltres and Entei clashed with a force that shook the air around them.
Moltres circled in the sky, its fiery wings leaving trails of embers and ash, creating a storm of heat as it glared down at Entei. With a piercing cry, it unleashed a stream of white-hot flames, Flamethrower, down toward Entei. The ground erupted in fire as the attack scorched the earth around the Legendary Beast.
Entei roared defiantly, bracing itself against the heat before launching forward. Its eyes blazed as it summoned a counterattack, a massive pillar of flames known as Sacred Fire. The sacred flames roared upwards, crashing into Moltres's Flamethrower, creating an explosion that lit up the sky in red and orange hues. Sparks and fire fragments scattered around the mountaintop, lighting up the ash-laden atmosphere as the two continued their struggle for dominance.
Hidden behind a rock, the Rocket Trio was enraptured.
"Unbelievable… The power of these two is beyond anything I've seen!" James whispered, trembling with excitement as he adjusted his device to capture more data. It hummed softly as it scanned Moltres and Entei, picking up their powerful energy signatures.
"This is gold, boys. We'll collect everything we can. Just look at Moltres's flame intensity! Imagine boss's face when we show him all this!" Jessie whispered, her eyes gleaming as she held up a small vial ready to capture ash and stray feathers. She spotted a smoldering feather from Moltres nearby and gingerly retrieved it with tongs, storing it carefully. The feather was radiant, pulsing with heat even as she pocketed it.
Entei roared, leaping high to meet Moltres midair. It delivered a powerful Fire Fang, its fangs glowing white-hot as it lunged toward the firebird. Moltres dodged, retaliating with a Sky Attack—a blinding dive wrapped in a halo of heat as it struck Entei. Entei tumbled back, but its eyes remained sharp and unwavering. It dug its claws into the ground, tearing up rocks and lava fragments, before it blasted forward with Extreme Speed to gain the upper hand.
The impact left a crack in the ground beneath Moltres, but the fiery bird held its ground, its flames intensifying as it flared its wings and sent another wave of fire scattering in all directions.
"Quick, Meowth!" Jessie nudged him. "Gather whatever we can while they're distracted!"
Meowth snuck forward, eyes glinting as he found a tuft of Entei's fur caught on a rocky ledge. He carefully swiped it and stuffed it in a containment bag.
"This stuff is packed with energy! Boss is gonna flip when he sees it," Meowth muttered, grinning as he imagined their success.
Above them, the battle showed no signs of slowing. Entei's eyes glowed as it prepared Solar Beam, drawing in sunlight from above. It fired a powerful ray straight at Moltres. But Moltres retaliated with a massive Heat Wave, creating a protective shield of hot air and energy that deflected the blast, scattering fragments of light and fire across the sky.
The Rocket Trio was forced to duck as the fiery remnants nearly singed their hiding place.
"Let's wrap it up and go while they're still distracted!" James whispered urgently, clutching the device that held invaluable data readings. Jessie held up her vial containing Moltres's feather, and Meowth waved the bag holding Entei's fur tuft.
Just as Team Rocket scrambled down the mountainside, Moltres and Entei paused mid-battle. They turned their fiery gazes toward the Rocket Trio, who had unknowingly caught their attention.
Jessie, James, and Meowth froze, their eyes widening as the two Legendary Pokémon locked onto them with a look that could only mean one thing—retribution.
"Uh… maybe they won't notice us if we just… slowly… sneak… back…" James whispered, inching backward.
But it was too late. With a synchronized roar, Moltres launched a blazing Flamethrower while Entei sent a ground-shaking Sacred Fire toward the trio. The attacks collided in a massive blast that sent Jessie, James, and Meowth hurtling through the sky, trailing smoke.
"Looks like Team Rocket's blasting off agaiiiin!" they cried, their voices fading as they were launched high above Ember Island, flames licking their heels.
The trio arced through the air, spiraling downwards until they splashed down in the waters near Seafoam Islands, sizzling on impact. Battered and smoldering, they clung to a piece of driftwood, coughing up water as they bobbed in the waves.
"Well, at least we got the data," James said weakly, clutching the singed containment bag with their prized finds.
"And we're still in one piece… sort of," Jessie added, wincing as she checked her precious Moltres feather, now a little charred.
"Yeah, yeah, but now we gotta row ourselves all the way back, nya~!" Meowth grumbled as they drifted out to sea, exhausted but victorious in their own Team Rocket way.
The trio slowly regained their senses as they stumbled out of the waves and into the dark, damp cave of Seafoam Islands. They were sore, drenched, and their spirits were low after being blasted by Moltres and Entei. But as they began to gather themselves, they suddenly froze.
In the shadows, glowing ice-blue eyes gleamed at them from the darkness.
Before they could even react, the massive figure of Articuno, the majestic Ice-type Legendary Pokémon, emerged from the shadows. Its powerful wings unfurled, and the chill in the air became palpable as a gust of icy wind swept through the cave.
The trio stared, wide-eyed, frozen in place, as Articuno's sharp gaze seemed to pierce right through them. It was clear that Articuno was not happy with their sudden intrusion.
End of flash back
"Uh... maybe it's just... a friendly welcome?" James stuttered, his voice quivering.
"Friendly? Do you see the ice storm brewing around us?!" Jessie snapped, her teeth chattering from the cold. "We're so done for this time."
Meowth, ever the schemer, frantically began to think of a way out. "Nya~! We didn't mean to destroy your cave, Articuno! We just... uh... got caught up in some, uh, unfortunate circumstances!" He took a step forward, offering a weak grin. "How about a nice trade? We got feather of Moltres!"
Articuno's eyes narrowed, and the temperature in the cave dropped even further. With a flick of its tail, an icy Blizzard shot toward the trio, encasing them in a whirlwind of snow and ice.
"Wha—no, no, no, please!" Meowth yelped, diving behind a nearby rock. "We didn't mean it! We'll leave right now! Promise!"
Jessie and James scrambled to take cover, both shivering as the blizzard swirled around them. They realized that the situation had gone from bad to worse—this was no time for a negotiation or a trick. Articuno was not interested in moltres feather or deals.
James sighed, his voice shaking. "Well, we're certainly not getting our promotion from Boss now…"
"We're gonna freeze before we can even tell him how far we got," Jessie added, rubbing her arms in an attempt to keep warm.
As the icy winds howled around them, Articuno gave one final, menacing screech that echoed throughout the cave. It then flapped its wings, sending a gust of frigid air that sent Team Rocket soaring backwards, out of the cave entrance and tumbling onto the rocky shores outside.
"Team Rocket's blasting off agaaaaain!" the trio cried in unison, propelled into the sky once more, the freezing winds pushing them further away from Articuno's domain.
This time, their journey led them flying toward the distant horizon, leaving the icy wrath of Articuno behind.
As they disappeared from view, the powerful bird of ice watched them go, its frosty gaze still lingering on the sky. It had made its point clear: no one disturbed its home without consequences.
The trio found themselves once more falling through the sky, but this time they had no idea where they were headed. Yet, one thing was for sure—they were not done yet.
