The Shadows of Dissent**
Back within the war council hall, James stood before a map showcasing the territories. Dark patches indicated regions still swathed in uncertainty, remnants of traditional leadership struggling against change while casting furtive glances toward the remnants of the Southern Federation.
"We are not yet secure," he stated, drawing the attention of the gathered council members. "Though we've gained lands, the risk of upheaval simmers. We must examine our progress and address factions that cling to the old ways."
"Then we shall bolster our military presence across the territories," Elder Alaric suggested, his voice firm. "Although we hold the majority, it's paramount to prevent uprising through strength."
James considered the offer, weighing the implications. "While deterrence is vital, we must balance it with outreach. We cannot become what we oppose—tyrants ruling through fear."
