The last to respond were actually the Demons from East State.
The Demons from East State were too weak, and their communication was blocked. Many of them didn't even know about Northern State, so naturally, very few responded.
But even if you excluded the Demons from East State, the majority of Demons from across the world had responded to Yibai's call.
