The highest authority in a county is the County Magistrate, who oversees all county affairs.
Beneath him there are various roles: the County Official in charge of civil affairs, the Chief Clerk responsible for household registration and taxes, the Historian overseeing surveillance and thief-catching, the School Instructor in charge of education, and the Postmaster who handles intelligence. Below them, the structure further breaks down into different functional departments.
The system is not much different from that of Daqian, the only difference being that all these people... are all cultivators, and all are Earthly Immortals!
Earthly Immortals, within the Central Plains, appear as humans. Those at the Qi Refinement Stage are like servants, so naturally, those who can enter the county government are the true personas.
