Horgos is a division-level county-level city in Xinjiang, constructed and planned by the Party Committee of the Xinjiang Production and Construction Corps. The Fourth Agricultural Division collaborated with the Horgos Port to construct Horgos City. The State Council formally approved the establishment of Horgos as a county-level city under the jurisdiction of the Xinjiang Uygur Autonomous Region, covering an administrative area of 1908.55 square kilometers, with a population of 85,000. It governs four street offices, two townships, two corps farms, and is managed by Ili Kazakh Autonomous Prefecture.
