Yes, this is justified —Tangrene also has an orbital shipyard where ships can be repaired, and if there were resources, they would have built a couple. But there are neither resources nor money for this... And the local inhabitants, the indigenous population of the planet, were exterminated by the imperial moff in order to avoid an uprising.
