Chapter 91 - The Law Enforcement Recorder

"Law enforcement recorder?"

Fugaku frowned in thought but couldn't recall any information related to this term.

Smiling, Natsuhiko explained, "Based on what you just said, Fugaku-san, the issues the police force faces can essentially be summarised into two types."

"First, during enforcement, there are people who deliberately refuse to cooperate, even inciting uninformed villagers to resist the police officers."

"Second, after enforcement, some people distort facts and spread rumours of police misconduct."

Fugaku nodded slightly, indicating agreement.

Natsuhiko continued, "The root of these problems is that your police force has lost its credibility."

"So any negative information about you is readily accepted by the villagers without them considering if it's reasonable."

"Furthermore, many of your Uchiha clan members are prideful... arrogant. They either impulsively clash with the villagers or disdain to explain much, deepening misunderstandings."

At this point, Natsuhiko couldn't help but mentally criticise the Second Hokage, Tobirama Senju. Having the impulsive and hot-headed Uchiha clan handle the troublesome police work was a bloodless way to harm them.

Fugaku resonated deeply with Natsuhiko's words, nodding continuously.

"Therefore," Natsuhiko smiled, "since you can't explain yourselves, let the facts speak for you."

"If you can objectively present the truth to the villagers, they won't be easily misled by rumours."

"And the law enforcement recorder I mentioned has just that capability."

"Is there really such a powerful tool?"

Fugaku was intrigued but still somewhat sceptical. The only method he could think of to reconstruct events was the Yamanaka clan's mind-reading technique, which was mentally taxing and not feasible for regular use by the police force.

"Fugaku-san, you're still young; you should broaden your thinking."

Natsuhiko sighed, "It's not as difficult as you think."

"For example, recent popular movies record images and sound to show to audiences."

"And I heard the Chunin Exam venue is planning to install a monitoring system with cameras in the Forest of Death to watch the exam process in real time."

"Though these devices are bulky and not suitable for your police force's needs."

"However, using sealing techniques, we can achieve similar effects, if not better."

Here, Natsuhiko smiled mysteriously and said to Fugaku, "It's hard to convey just by talking."

"How about this? Come with me, and I'll show you something special."

Intrigued, Fugaku followed Natsuhiko to the tavern's backyard.

He then saw Natsuhiko start to unfasten his belt...

"!"

Fugaku took two steps back. Natsuhiko-kun, please control yourself; I already have Mikoto.

Thankfully, he soon realised Natsuhiko wasn't really unfastening his belt but pressing something on the buckle, which relieved him.

As Natsuhiko pressed several buttons on the belt, the surrounding scenery began to change.

Since Fugaku was a regular at the tavern, he was accustomed to seeing the environment change, knowing it was one of Natsuhiko's projection techniques.

However, as the projected scene became more apparent, he was still slightly surprised.

Although the displayed range was small, he recognised it as the area near the tavern's bar.

Moreover, he quickly noticed that the centre of the projection featured two familiar figures: himself and Natsuhiko.

The projections of them were sitting at the bar, engaged in conversation.

"…And the law enforcement recorder has just that capability."

"Is there really such a powerful tool?"

"Fugaku-san, you're still young; you should broaden your thinking…"

Fugaku only listened to a few sentences before realising this was their recent conversation.

Combining it with what Natsuhiko had said earlier, he quickly understood.

"So, this is the law enforcement recorder you mentioned?"

Fugaku looked at Natsuhiko's belt with eager eyes.

This time, Natsuhiko took two steps back.

He explained, "Not exactly. The law enforcement recorder is just one of the belt's functions."

Natsuhiko mentioned that as a hardcore cosplayer, his multifunctional Batman belt wasn't just for show and had several useful features.

Recently, he integrated a holographic scene recorder, created using sensory arrays and projection techniques, into the belt.

It was perfect as a law enforcement recorder.

Natsuhiko continued, "As you can see, the recorder captures the surrounding scene in detail and can replay it anytime using projection techniques."

"For your police force, this recorder offers several benefits."

"First, it protects your enforcement rights. In case of complaints or disputes, you can directly use the recorder to show the actual events."

"The truth will be clear, making it harder for troublemakers to incite issues."

"Secondly, when villagers know their actions are being recorded, they'll be less likely to lie or obstruct justice, easing your enforcement difficulties."

"Additionally, it aids in gathering evidence. It records all statements and can help discover unnoticed clues by rewatching the events from an objective perspective, enhancing your investigative abilities."

"Finally, it can also help regulate your officers' behaviour, preventing emotional enforcement and reducing conflicts with villagers…"

As Fugaku listened to Natsuhiko's explanation, he couldn't stop nodding. Everything Natsuhiko said addressed their pain points perfectly, as if tailor-made for the police force.

With such a tool, how could the Uchiha clan not thrive?

Eagerly, Fugaku asked, "Natsuhiko, how much does this device cost?"

Judging by Fugaku's eager expression, Natsuhiko added six zeros to the price, unsure of the first digit.

Given the cost was tens of thousands of ryo, he decided on a conservative number: "Five million ryo."

"What, five million ryo!?"

Fugaku gasped, "Is it really that cheap?"

Without thinking, Natsuhiko replied, "It's not expensive at all, considering the precious materials required to make it so portable—wait, you said cheap?"

Mid-sentence, Natsuhiko realised he had underestimated the price. An S-rank mission typically pays around a million Ryo, often shared among several people.

Yet Fugaku found it cheap!

Is this the wealth of the Uchiha clan leader's son?

Clearly, he had underestimated the Uchiha clan's deep pockets.

Fugaku, who initially seemed intimidating, now looked quite agreeable to Natsuhiko.

He then asked, "How many do you plan to order, Fugaku-san?"

After considering his team size, Fugaku replied, "Let's start with seven units."

Ding! That's one Asuma's worth!
