Chapter 486 - The frustration of the revolutionary army!

Sabo didn't explain further, understanding that Luffy was too straightforward, which was part of his charm.

"Sabo, you're here," Bogard greeted with a smile as Sabo arrived at Garp's temporary office. Sabo politely responded, knowing Bogard was Garp's aide and would be working closely with him for some time.

"Garp has been waiting for you, come in," Bogard said, opening the door for Sabo, clearly pleased with the young man.

Inside, Garp was lounging in his chair with his feet on the desk, staring at the ceiling. "Vice Admiral Garp," Sabo addressed him.

Garp looked up and grinned, "Sabo, you're here! And how many times have I told you? Call me Grandpa, not Vice Admiral."

Bogard noted Sabo's special place in Garp's heart. Despite Garp's friendly nature, he maintained a slight distance from most of his colleagues, except for Sengoku and Tsuru.

"Grandpa Garp, what did you want to see me about?" Sabo asked.

During this time, Sabo had learned much from Bogard about the Navy, including its flaws and merits. Bogard had emphasized that while there were corrupt elements within the Navy, they were overshadowed by the many who fought bravely against pirates to protect ordinary people. He encouraged Sabo to be a Marine who upholds justice and protects the weak.

"Sabo, do you think Luffy still wants to be the Pirate King?" Garp asked, concerned about his grandson's aspirations.

Sabo was surprised to see Garp, the Navy hero, troubled by his grandson's ambitions. Garp explained how Luffy had been influenced by Shanks during his absence, leading to Luffy's dream of becoming a pirate. Garp was worried, considering the dangerous influences in Luffy's life, including Garp's own son, Dragon, a revolutionary.

Sabo was taken aback, realizing the complexities of Garp's concerns.

Garp pushed a stack of documents toward Sabo. "Take a look."

Sabo reviewed the documents, which detailed the chaos caused by escaped convicts from Impel Down. The escape had led to widespread unrest, with pirates attacking various places. Even World Government-affiliated nations were under threat, while others suffered greatly.

To address the crisis, the Navy launched a global recruitment drive, seeking capable individuals to fill the ranks, especially at the officer level.

"As you can see, Kaido has caused quite a mess. The World Government must be in a panic," Garp noted without his usual sarcasm, indicating the seriousness of the situation. Unlike past incidents, Garp wasn't amused by the World Government's predicament.

Garp knew the real threat posed by the criminals from Impel Down, especially those from higher levels. While he could handle them, most people couldn't, making the situation dire for weaker nations.

Sabo was shocked by the intelligence in the documents, realizing the widespread havoc similar to what had happened in the Goa Kingdom.

"The seas have become chaotic. I don't want Luffy caught up in this storm. He's too young and inexperienced; he'd be overwhelmed," Garp said sternly, expressing his deep concern for Luffy's safety.

With the news of the recruitment drive spreading worldwide, there was a strong reaction from people affected by pirate attacks. Many responded positively to the Navy's call for new recruits.

Meanwhile, Nicholas, heading to Sabaody, learned about these developments through his intelligence network. "Kaido really knows how to stir things up. This is going to be tough on the ordinary people," Nicholas remarked as he reviewed the intel.

The information came from the underground market, noting that with many Impel Down prisoners now free, pirates were becoming more active, stretching the Navy's resources thin. Even some revolutionary groups had to come out of hiding to lead citizens in defending against pirate invasions, though the situation remained grim.

Nicholas had previously speculated about the potential impact of releasing so many prisoners from Impel Down, even if some had been dealt with internally. The sheer number of criminals left could still cause significant chaos.

Katie, carrying a tray of iced lemon tea, emerged from the ship's cabin. Seeing Nicholas deep in thought, she knew something was up. "Thanks," Nicholas said as Katie set the drinks down, acknowledging her with a nod before she returned to the kitchen.

"Captain, the Den Den Mushi," Simon called down from the mast, holding a ringing Den Den Mushi.

Nicholas put down the intel and said, "Toss it over."

Simon smiled, tossing the Den Den Mushi, which squealed as it flew through the air before landing safely in Nicholas's hands. Nicholas ignored the little creature's complaints and answered the call. The Den Den Mushi's face changed to resemble Dragon's.

"Nicholas, it's me," came Dragon's voice.

"Hey, Dragon, long time no see," Nicholas greeted.

Nicholas asked, "How have you been?"

"Not great," Dragon replied. "With Impel Down broken into, things are chaotic everywhere. In some places, the Navy is too tied up dealing with pirates to focus on us. But these pirates are causing a lot of trouble for our work too."

Dragon was frustrated. He would normally welcome the Navy being distracted by pirates, but the chaos the pirates were causing was harming civilians, and the Revolutionary Army couldn't just stand by. In some non-World Government allied countries, the Revolutionary Army had become a key force against pirate attacks.

Nicholas, hearing this, remarked, "Isn't this a good thing?"

Dragon sighed. "Not exactly. We were about to liberate a non-World Government allied country that practices slavery. It was in turmoil, and with the Navy distracted by the escaped pirates, it was a perfect 'liberation' opportunity. But then pirates attacked, and we suffered heavy losses protecting the civilians. If not for Kuma passing by, our efforts might have been for nothing."

Dragon tried to keep his tone calm, but his frustration was clear. Nicholas chuckled, "Dragon, it's time I shared with you the second part of 'How to Overthrow the World Government.'"

Nicholas then detailed strategies for how to turn the situation to their advantage, emphasizing the importance of the people in shaping history. He provided a thorough analysis of the current state of the seas.

At the Revolutionary Army's headquarters, Dragon, along with North Army Commander Karasu and East Army Commander Belo Betty, listened intently to Nicholas's guidance. When Nicholas finished, Dragon could only say, "Master, I've got it."
