The place where Rein's appraisal was going to happen was the central magic academy of the nation which was located in the capital city of Mantriola. So here in the capital of the nation, the authority of a Viscount was non existent. So even though, Rein's current father, the Viscount himself was with them, they needed to wait for a long time for their turn in the magic academy.
This was fine with Rein though as he had come so much away from his hometown for the first time in this life. So now Rein had a lot of new things to observe. So he was fine with waiting for hours in the school building while using his spatial senses to read the books kept in the library.
