Caesar did not have any intention of marking her, not until she knew who he was. Taking advantage of her was something he didn't want to do; she had the right to know that part of him, so as not to regret whatever she may do with him later on.
And this would not be possible until he found the right moment to explain it to her. Running from him was one thing he didn't want, and neither did he want to scare her, so she had to wait—she needed to wait a little longer.
He really wished he could clarify to her and let her understand that it wasn't because he didn't desire her. But the time wasn't right.
Bringing her to finally be with him wasn't just because he needed her to, but because he wanted her to get closer to him and know him completely—even the parts of him that no living being knew.
