It was exactly one week before the deadline for submission of proposals for FTAP. Never has there been a tender so broad and non-specific with such magnitude of potential for far-reaching consequences. It was almost like an art contest with no given theme. Anybody could draw whatever they wanted and submit it for evaluation, and a single winner would be decided from a vast range of submissions. In many respects, this FTAP was like a competition to decide what is the best fruit, and you'd literally be comparing apples to oranges.
