He was well aware of Uchiha Chizuru's situation—her parents had sacrificed their lives for the village when she was just five years old. Subsequently, she had awakened Sharingan and become the Uchiha clan's main prodigy.

Hiruzen gestured for the doorman to leave, motioned for Danzo and himself to stay alone, and then inquired, "Danzo, what do you need?"
Danzo got straight to the point, saying, "Sarutobi, the Root needs replenishment."
"Danzo, you're aware that our battle with the rain and the sand is already at a critical stage. Our personnel on the battlefield are stretched thin, and the village's defense forces are also severely lacking. We simply don't have the available personnel to support your request," The Sandaime firmly rejected Danzo's request.
The forces led by Danzo, known as "Root," had grown quite formidable and were starting to pose a threat even to the Anbu. Sandaime was determined not to allow Root to continue expanding. "Alright, no need for that tone how about this, Nonetheless, he didn't intend to provide more personnel to Root. Instead, he suggested, "If you're in need, you can visit the prominent ninja clans within the village."
In addition to the ninja academy graduates, a significant portion of the village's ninja force was family-nurtured ninjas belonging to various major clans. By proposing that Danzo recruit from these clans, Hiruzen was also using the opportunity to gauge the clans' attitudes.
