The military base was very crowded even though it was early in the morning like this; from the chatter Theodore heard along this road, people still intended to travel out of the base to do some looting.
But from what he heard, the people who were already inside the base could no longer go out at this time. When he heard about this, Theodore was quite surprised.
Shouldn't the base aggressively send people out to get more supplies to build itself up?
"What's going on now? Didn't they still allow people to leave the base recently?"
