The alert was given almost instantly once Natalie and the T10 group realized that Max had gotten away by tricking them and the elfs up the towers.
A human male with bad intentions roaming through the kingdom was extremely bad news, so the alert was only sent to the most important people inside the kingdom: the royal guard, the royal family, and some of the strongest/influential people in the kingdom.
Keeping peace was their biggest goal, so they would make sure to capture that human before he caused any troubles.
Unfortunately for them though, that human wasn't just anybody.
And wherever Max went, there would always be chaos and death.
