Robert didn't agree with this statement in his heart. In reality, John was a very pragmatic president, who rarely gave such importance to the status of the manufacturing industry.
NACA was a direct beneficiary of these changes. In fact, a large part of the reason NACA had been "dovish" in recent years was due to the retreat of manufacturing. The high-tech enterprises that were numerous in the past had largely collapsed, and the few remaining military industry giants, although technologically advanced, did not have the energy to develop so many projects rapidly at the same time.
Although the smaller and medium-sized enterprises had all been acquired in the end, this greatly undermined the vitality of the industry, and as a result, NACA's advancement plans were hindered by the companies.
