Due to distance, angle, and obstructions, the people inside the white pickup truck probably couldn't spot them.
The white pickup truck parked near a suburban parking lot in the vicinity. This parking lot served as a camp for vehicles, where outside vehicles, especially motorhomes, could be parked, and people could enter North City by bus or other forms of transportation.
