When he saw who the delegate representative was, Mikeal burst out in uncontrollable laughter. On second observation, it was controllable. He just chose of his will to make it appear uncontrollable.
He deliberately laughed, and he did it so uncultured with the intention of coming across as rude and mocking.

He attained his composure and straightened up his facial muscles. It did not last for long as he burst into another series of laughter.
"What is the meaning of this?!". One of the delegations spoke against Mikeal's reaction.
