"Unallied monsters who are discovered consuming humans can be killed at will by human great powers. However, divine demons within the Heavenly Court who are discovered doing the same are punished by divine law. This punishment is often nothing more than a mere formality, such as a three-cup wine penalty that doesn't truly harm them.
