Force can only be used to resolve disputes between the two alliances when agreed upon by more than ten alliances.

Superficially, these measures seem to curtail the growth of alliances, preventing the emergence of a king without a crown. However, the current situation is rife with problems. Disputes will inevitably arise and have, in fact, been legalized.
