He had been able to manipulate time, but he couldn't control it. If he had done so, then he wouldn't have needed Chloe's help to escape from the police then.
However, there was one thing that Lux had learned about this power. He had always known that when it was used, the power would allow the user to travel to a different time. And he knew that the world would move on while this user stood frozen in time. But what he had never realized was that this person could also choose to return to his own time.
This was an incredibly useful superpower because it meant that this person could change history by moving forward and backward.
