Joshua looked at the situation on ground and sighed. Clearly, it's Fiona who had caused whatever this was but without evidence he can't say it's her and he wouldn't just take her words as sure either.
Whatever judgement he makes must be in accordance with whatever the witnesses at the beginning saw. It didn't matter who started whatever, he'll give justice to the innocent.
