Daisy's theory was completely correct, and the person in charge was still puzzled. Why did the General abruptly hang up the phone after asking such a simple question?
"Dereliction of duty! This is a dereliction of duty! They've had research results for ages and didn't tell me!" The old man pounded the table with clenched fists, his voice hoarse and strained.
Daisy remained silent, inwardly sneering. It was probably because you old man never bothered to ask!
Interdepartmental information wasn't shared, and lab research results weren't effectively translated into combat capabilities. The Pentagon was just as bureaucratic. But Daisy didn't say anything, silently watching the old man's performance.
The old man put on quite a show, whether others believed it or not. He could use his own deception as an excuse. Otherwise, after years of pursuit, with large amounts of military and civilian property lost, when all was said and done, hanging General Ross wouldn't be unjust.
With the capture operation imminent, General Ross also asked several military scientists about the effects of color on the brain. None of them mentioned the Hulk, but their answers were similar, saying it was a recognized phenomenon that didn't require much discussion.
"All right, Colonel Fury and Major Johnson are also joining me in the arrest. We'll put the big plan on hold for now," General Ross declared.
Nick Fury nodded in agreement. That big plan for joint operations across sea, land, and air had long been shredded by him. Even if he had a dark heart, he couldn't just not use simple solutions and risk soldiers' lives like that.
"Remember our duties, remember the first priority of the agents," the Director reminded Daisy before they departed.
What was the agents' first priority? Daisy thought for a moment before understanding. It meant prioritizing their own safety, right? Was the Director's intention to run first if the capture failed?
Understanding her leader's intent, Daisy smiled and nodded, agreeing silently.
General Ross's direct subordinates were all elites, assembling quickly with the speed of wild donkeys. It was likely that those who couldn't run fast enough were already beaten to death by the Hulk...
Among the elite group, the most eye-catching was a middle-aged man with a square face and an average build. He looked plain and inconspicuous as if he would disappear into a crowd of people.
However, once he entered combat mode, his demeanor became exceptionally fierce. His eyes gleamed with a fierce light, and with a glance, it was as if he was a lone wolf, his claws still sharp, his hunting skills even better than before.
Nick Fury's acquaintances were spread all over the world, and he could call out the names of elite soldiers from around the globe even with his eyes closed. There was no information about American soldiers that he didn't know.
But there was a newcomer on the scene, and seemingly eager to demonstrate the strength of their side, General Ross introduced Daisy, "That's Captain Blonsky. With his qualifications, he could have been promoted to Colonel, but he's been refusing promotion for so many years just to stay in the frontline units. He's a good soldier."
Daisy nodded. She didn't have much of an impression of Blonsky before; he had just been an ordinary soldier. Now it seemed that he had injected himself with a weakened version of the super soldier serum, but without exposure to gamma radiation, he was just a large-sized infantryman, nothing to boast about.
This weakened version of the super soldier serum had pushed Blonsky's overall strength beyond his peak state. It seemed promising, but upon closer observation, one could see that the serum's side effects were causing Blonsky's darker side to emerge. He was simply forcibly suppressing it for now.
This kind of super soldier was no match for Captain America.
General Ross felt quite confident about this operation, but he remained cautious. According to past practice, he assigned tasks to his subordinates first before inviting Fury and Daisy to participate in his capture operation.
Although the Pentagon was adjacent to Washington, D.C., it was separated by the Potomac River. The actual geographical location belonged to Virginia.
The current location of the Hulk is at the University of Virginia. General Ross had already tracked the Hulk, or rather Bruce Banner's, whereabouts.
The group boarded two C-17s and quickly landed at their destination.
Daisy looked at the soldiers beginning to set up ambushes around the area, frowning slightly. She asked General Ross, "General, are you sure about conducting the capture mission at the university?"
Although not on par with Ivy League schools like Yale, Princeton, or Harvard, the University of Virginia was still one of the top 25 schools in the country. Engaging in combat in such a place, especially against the Hulk, a humanoid nuclear bomb, could have severe political consequences if casualties occurred.
Daisy was currently striving to build her reputation in the political and academic realms, and she couldn't afford to have her name associated with any Virginia bloodbath.
General Ross remained silent, not saying a word. Beside him, Blonsky couldn't hold back anymore. He had never quite figured out what Nick Fury and Daisy were doing. Were they military personnel? They weren't wearing uniforms. People from the government? Daisy seemed like it, at least.
"Do you have any sense of following orders? This is a military operation!" The counterfeit super soldier serum made Blonsky a bit impatient, but he was still within rational control.
Daisy ignored him and looked to General Ross. If the old man insisted on engaging in combat on campus, she would immediately withdraw from the operation.
"All right, we'll abandon Plan A and proceed with Plan B." The old man had previously gone all-in, staking everything on it. Naturally, he wouldn't consider Virginia University as much of a concern. Now that things didn't seem so extreme, political ramifications had to be taken into account.
Seeing that Blonsky was still insisting, he harshly rebuked him. "Execute Plan B. That's an order!"
Blonsky reluctantly saluted and ordered the soldiers to stand down. But as he left, a hint of resentment flashed in his eyes—a dissatisfaction that couldn't be vented, more of a refusal and disdain.
Except for Nick Fury, who had always been hiding himself in the shadows and pretending to be transparent, Blonsky now harbored resentment towards both General Ross and Daisy.
"What a good soldier, hehe" Daisy quickly praised him, while also reiterating General Ross's previous words of praise for Blonsky.
General Ross certainly noticed Blonsky's dissatisfaction, but he didn't care. There were already plenty of people who resented him; what difference did one more make?
Lowering his voice, he said to Daisy, "In Plan B, you need to protect my daughter. That's my only request."
Daisy certainly knew about his daughter, Betty Ross, the future Red She-Hulk. She remembered that she later married Air Force Major Talbot, a close friend of Coulson, but their marriage later fell apart, and through twists and turns, she ended up with Bruce Banner.
However, this was all from memory. In theory, even as a senior agent, she shouldn't have known who General Ross's daughter was. So, she turned to Nick Fury.
"I heard the Hulk is with Betty Ross. I'll leave this task to you. Both of you are women, so you'll have more to talk about," Nick Fury said, it can be seen that he is not too curious about the complex family relationship of General Ross.
