Ah, in the days when I was relaxing here, I ended up discovering some things by listening to the conversations between Mom and Abigail. Nenvia, from what I gathered listening to their conversations, is the name of the territory granted to Mom along with the title of Lady Dragon.
It's a kind of reward for rising in rank, which apparently is extremely strict and meritocratic. The rule is that all dragons receiving a recognition title can also choose a territory in any area across the continent.
However, it's also a rule that the territory must be uninhabited and inhospitable, as a way to test those Ladies' responsibility and dedication to building something from scratch. It's both a reward and a task at the same time.
Abigail is also a Dragon Lady and governs a territory neighboring Nenvia, named Alasia. I still have no idea what it's like, but she constantly receives and sends letters to her employees in the territory...
