On the morning of January 5th, 2024, Michael found himself standing in front of the Land Transportation Office (LTO) on East Avenue, Quezon City. The building was imposing, its vast structure dwarfing the early risers queuing at its gates. Michael, there to apply for a student permit as the first step toward obtaining his driver's license, scanned the building's exterior, noting its busy entrance.
As he made his way toward the main door, a man detached himself from the shadows of the morning, his approach casual yet deliberate. "Good morning, sir. Are you here for vehicle registration renewal, or perhaps to obtain a driving license?" he inquired,
his tone smooth and practiced, suggesting familiarity with the process.
