Stark's goal isn't to venture into the cosmos alone. If he wished, he could break through the individual universe directly, but his fundamental aim is to enable human civilization to step into the universe and enter the interstellar society. In this aspect, Stark demonstrates exceptional patience, but just because Stark is patient doesn't mean Shiller is too.
Under most circumstances, Shiller is quite patient, but now that the old chaps on Capitol Hill have presented such a golden opportunity to wreak havoc and Shiller's own identity and background have been laid out, the next moves are practically scripted.
Essentially, Shiller wishes to become a pole himself, and then restore Earth to the peak era of bipolar confrontation, using ideological conflicts to force human unity.
To do this, he first needs to clarify his position. This is also why during the congressional meeting, Shiller adopts a highly radical left-wing stance. He must make the complacent congressmen realize he is an ideologically driven fanatic capable of anything.
Next, he needs everyone to understand he has the ability. Therefore, he discloses his special ability and personal information.
In reality, Shiller doesn't possess Professor X's potent brainwashing skills; what he has replicated is the mind reading technique, primarily limited to emotion sensing.
However, on his way to Capitol Hill, he took a short nap in the car, popped over to the Dreamworld for afternoon tea with Professor X.
Previously, Shiller lent Professor X the Ship of the Underworld as a school bus which made him exceptionally grateful. Professor X stated it's not exactly lying; it's all just a matter of interpretation.
After receiving the strongest endorsement, the rest of The Avengers are not clear about Shiller's specific power level. To them, Shiller seems reluctant to use his ability rather than being unable to.
As different sides confirm each other, all the world leaders now believe that Shiller is a long-life or immortal who was already active during the Soviet Union's peak years, and his beliefs are stronger than anyone else's.
Lately, he has become disillusioned with Earth's current situation and wants to revive the formidable red power.
Nobody wishes him to do so, and there is only one solution - amend and mend promptly.
Plug the oil leaks, replace the missing parts, change the tires that need changing, and push the pedal when necessary.
Let us unite and prove to the departed giants that the beacon of human civilization remains bright enough. Together, we can step into the cosmos and light up one star after another in the deep space you've longed for but never been to.
You can see it clearly, and we are relieved, but the best viewing spot is your grave.
Indeed, the intelligentsia at the forefront discern Shiller's intentions, but they dare not gamble. Fortunately, the majority of national leaders today have lived through the Cold War era.

He had worked so hard and taken so much effort to get this nursing home, and then these agents came over and started surveilling him, and they dared to want the same luxurious conditions? That was way too much!
Adhering to the Western diplomatic principle of "if I can't have it, you can't either, and if you have it, then no one should have it," Shiller decisively gave up the Super Invincible Deluxe Nursing Home and moved back to his small clinic in Hell's Kitchen.
