"Really build a maze?"
Lex looked at the pile of design plans that Bruce pulled out, and asked in surprise.
Pamela, leaning on the table with both hands, turned her head to look at Bruce and said, "Are you just looking for trouble? You've already found the source of power, why do you still care about these disguising forms?"
"This is not a form." Bruce shrugged and said, "I find this method works well. Once an enemy invades, we can directly activate the Gotham Magic Force Field to fly into the sky, and then leave the maze to the invaders. More importantly, the maze I built will definitely be stronger than theirs."
"Plus, if I want more budget, I have to have a bigger project, I can't just tell this behind-the-scenes puppeteer that I need so much power to reduce traffic jams in Gotham, can I? How could that funding be approved?"
Pamela suddenly seemed down, waving her hand in front of her and said in a speechless tone, "I find you're becoming more and more cunning, showing your true colors as a businessman!"
But Lex was interested, he stood up from his chair, walked to the other side of the table, looked at the design plans, and said, "I'm kinda interested in this project. However, you'll first have to tell me how you found the source of power, and then how you connected with them."
"That's actually not difficult. It's not a big mystery that the power source is underground, but its specific location was a surprise."
As Bruce narrated, everyone in the room began to understand the ins and outs of the whole matter.
Roy wanted to improve Gotham's traffic. The first person he approached was of course the big moneyman Wayne. But he also knew that even Wayne's wealth had its limits: the Gotham City renovation project was already almost emptying out Wayne Enterprises, and renovating old and new lines simultaneously was next to impossible.
But Batman is Batman- with a problem or without, he knows he has to face it. The greatest problem he's facing now is that he wants to complete the work of the next hundred years within a decade.
Normally, any city's renovation is not completed overnight. It would have to go through a repetitive trial-and-error process; a plan might look great on paper, but new problems could arise when implemented, then you'd have to revise, and this is actually the most time-consuming part.
Bruce created the Gotham Inside World, specifically to trial and error the Gotham renovation project. On the one hand, if mistakes were truly made, it wouldn't hurt real people. On the other hand, if the construction in this inner world turned out bad, it would be easier to demolish and rebuild.
This should resolve the residential area issue; the teachers and students of the Gotham Magic Academy could move in and experience it, then point out the trial's flaws. Worse comes to worst, we can just get more bold Gothamites to come in for field visits, for which Cobblepot's Children's Gang would gladly volunteer.
But this doesn't solve the transportation problem, because to evaluate how a city's transportation network functions, you need a large amount of traffic, through workdays and holidays, calm periods and peak periods. Bruce can't possibly bring all of Gotham's drivers into the inner world to test his constructed traffic network.
So what do you do when in a hurry and don't have time? Bruce thought of an excellent way to steal time, that is, using Flash's bug.
The Flash from the main world says he can't travel to the future to take a look at the results and then report to Bruce because it's likely to cause a time paradox, which could destroy the cosmos.
But Bruce's brilliant mind couldn't be so easily put out.
He decided to bring over a younger version of himself, give him his plan, and then send him back to a younger Gotham for trial and error. Lastly, let The Flash travel to little Bruce's world forty-odd years later, bring back the results and give them to himself.
That way, he could steal thirty to forty years from little Bruce's cosmos, avoiding the potentially catastrophic consequences that meddling with the time and knowledge in the same cosmos might bring.
If one iteration still deviates, for example, the traffic network state in little Bruce's Gotham does not meet Bruce's expectations, he'd then base his new plan on where the mistakes were made, then go fetch another younger version of himself...
With the iteration in a short period in his cosmos, Bruce would sooner or later find a perfect plan. Then, he could go straight to construction, bypassing the lengthy trial-and-error process.
Utilizing the bug to bring back the Martha Clown, Bruce was now truly the idea king of Gotham. After solving the time cost problem, he began thinking about how to solve the material cost.
At this point, Bruce realized the problem that Pamela had proposed before, the Gotham builders constantly infusing darkness into the construction. As a builder of Gotham himself, could he also use that darkness?
Their purpose is to let the darkness contaminate Gotham, but since it's already contaminated, why not find a more efficient way of using it?

In the development period, everything could give way to development. First, never mind if this energy is dark, just tell me if it's useful, right?
So, Bruce began to look for a way to contact the energy provider, but at this time, Victor found him.
