"As you can see, we've set up an organization based on a corporate structure, divided into sales department, statistics department, distribution department, and an outdoor group..."
"The sales department goes to the buildings near phases one, two, and three to promote to the residents, some are responsible for selling a combination of newspapers and milk, some are responsible for errand services, and some are responsible for sales of food and daily necessities purchasing services..."
"Most of the children in this department are good speakers. Those with impressive sales skills also teach the others how to effectively sell the products they wish to push..."
"The statistics department is responsible for recording all the orders they receive. However, plenty of children have poorly written handwriting, so we had to hire a university teacher and two other adults with good handwriting to write orders for us..."
"The children in the statistics department generally don't need to leave the building, so they are mostly children who are weaker or younger. The task of running up and down the building isn't too tiring for them."
"After the orders are written, they're sent to the distribution department. The children in this department categorize all the orders based on type and region, dividing them into different groups, which they then hand over to the children in the outdoor group for execution."
"The distribution department doesn't even have to leave the office, making it the perfect place for children who are physically disabled or too weak to be active to work..."
"The majority of children work in the outdoor group, where all the errand-running children used to be."
"They come to the office every morning to receive the orders, grab them, and go for the deliveries. No longer does one person have to do everyone else's work, keeping track of each order and delivery addresses, possibly getting no payment if they make a mistake..."
"Furthermore, the outdoor group is basically divided into three groups, running morning, noon, and evening shifts. The morning shift delivers newspapers, milk, and breakfast. The noon shift purchases daily necessities and food, and the evening shift runs errands, delivering letters and other things."
"With this arrangement, almost every child in the outdoor department can get a half day off to attend school."
Cobblepot raised an eyebrow, asking, "There's a school here?"
Jason nodded and said, "Yes, on the 5th floor, although it isn't exactly a proper school. Wayne Enterprises have shipped a ton of books here, and the older children read to the younger ones. Sometimes, a teacher will come, but not a full-time one, usually a professor from Gotham University, so they can only stay for an hour or two to encourage the children."
"Furthermore, the 7th floor has a daycare, which is where all the very young children are. There's someone specially assigned to help them practice spelling."
Jason shrugged and said, "After efficiency improved, everyone has more time to do other things rather than spending the whole day earning enough to keep their bellies full."
"Once the phases of the project are all connected, we won't even have to exposed to the elements, nor get wet. Just running around within the buildings will be enough, and since there are elevators to go up and down floors, there'll be even more spare time."
"I have already heard from three or four children who expressed interest in vocational schools. After all, the commercial streets and garage in phase three are already complete. The journey from their homes to the commercial street is no more than a ten-minute walk, which is excellent for job opportunities."
Jason took a sip of water, stopped for a moment and continued, "Moreover, what's even more gratifying is that since all the residents moved in here, I haven't seen any abandoned babies."
"To my knowledge, five or six mothers have given birth in the past two to three months, but none of them have abandoned their children. Two of these mothers aren't even 20 years old and one of them recently became a widow. Yet, none of them behaved like they did in the past, they all took their children home to raise themselves."
Cobblepot nodded and said, "Indeed, the high number of abandoned babies in the past was largely due to couples not being careful during their relationships. If they broke up after becoming pregnant, they were left with no choice but to give birth due to their financial situation."
"Many single mothers simply couldn't afford to raise children. They would lose their ability to work in the month leading up to delivery, potentially leading them to lose their jobs and become homeless. They have a tough time as it is trying to support themselves."
"Even if they insist on raising the baby, various accidental events could cause the child to not survive. It would be better to leave them somewhere as there was a good chance that the child would be picked up by the mob or the Children's Gang to survive."
Jason continued, "Now, at least they have somewhere secure to live. The houses have no leaks, the children won't catch colds, it's relatively safe. They can leave their children at home without worrying about burglary or thefts."
After saying this, Jason sighed and said, "I hope that these children who grow up with their mothers will be less problematic, unlike the wild children raised by the mob, only ever fighting."
"Where did those children go?" Cobblepot asked.
"The mob bosses here have mostly died, many mobs disbanded right where they were. After dividing the houses, everyone became neighbors, and there was no longer any need to fight over past grievances. Those kids are now employees of Yorozuya. They're just a bit troublesome because they have bad tempers."
"That's already very good." Leaning back on his chair, Cobblepot said, "The two blocks where the Iceberg Restaurant is located should be included in the plans for the fifth and sixth phases. I'm thinking, maybe we should take this opportunity to expand our scale and remodel the Children's Gang there in a similar fashion..."
