The Dungeons existed in the Mirror World, but they were anchored to real locations, and these locations served as the gates to the dungeons.
For example, the gate to the Ruins of Rajni was not located in the wild but inside the reconstructed Rajni City itself!
It was located at the spot where Elderant the Twisted stood previously, which forced the Elves to change the place of the City Hall of the Rajni City and build it at a new location.
The Gate was not plainly visible to the eyes but it was not hard to find either. As long as one could sense the unusual gathering of energies in a location, they could find the key object forming the gate that lead to the dungeon.
From this example, Samar knew that a Gate of the dungeon did not necessarily have to be in the wilds. In fact, he had a hunch that the portal of a Tier 2 Dungeon would be in a Town or a City and not in the wilderness as many Guilds assumed.
