Fourteen Public Buildings
Each Elven City had a limited number of public plots of lands. As the scale of the City expanded, the number of public plots also increased.
As a Medium-scale city, Rajni City had four public plots of lands but two of them were already occupied by the 3-Star Special Building Treasure Vault and a 1-Star Special Building, Trade Hub.
Different from the Special Buildings with specialized functions, the Public Buildings were meant for public use, as the name suggested.
They generated a steady stream of revenue for the City and the Councilman who proposed and sponsored its construction could also receive at most 30% of the revenue generated!
The Public Buildings also had another function. They could increase or decrease the popularity of the Councilman with the residents in the City.
