Guys, I realized I have used the word 'Treasury' to describe the storage rooms of the City Halls of various Towns and Cities before. That is not what I mean by Rajni City's Treasury.
So, changing the word 'Rajni City's Treasury' to 'Rajni City's Treasure Vault'.

The scale of every NPC City in the Dreamverse VR was determined by the number of Special Buildings in it and the sum total of their stars.
For example, Panjal City was a Large-scale City because it had two 4-Star special structures, the Administration Hall and the Hero Memorium. It was named the Regional Capital only because it had the special structure, Administration Hall.
Magha City had a 2-Star Mineral Warehouse and the 4-star Artisan Gild, which made it a Medium-scale City, close to becoming a Large-scale City.
Dham City was a Small-scale City with only one 3-star structure, the Dockyard, but its water connectivity provided it with an immense growth potential.
