In [Paradise], Immortals and Constellation are also divided into 14 factions. This is a requirement decided by the Gods. That is because Immortals and Constellation can descend from the Immortal realm below to the Mortal Realm.
If somehow, a Human mortal has a sponsorship from a different faction. This Constellation can make this Human a spy and no one will know.
Fortunately, Constellations can only give orders. However, most of these immortals do not care about mundane matters. They rather live their immortal life in the immortal realm.
However, People like Gerad Verido a one of the few Immortals who like to remain in the Mortal world. They are people who can't leave the mundane matters.

The reason why he sent Jin Hyunjun back to the past and told him not to resurrect his loved one. That is because his girlfriend Park Chae-rin and his parents and siblings have already reincarnated in other universes

Only Gods can resurrect people and no one below that can do. All the Gods who have the power to resurrect people have been recognize by the Underworld.
Kim Yo-han's identity as God is unknown. Although, Lucas was recognized by the Underworld. It was Lucas's identity, not Kim-Yo-han's.
So Kim Yo-han is essentially the only person who could resurrect anyone. The moment he resurrected his loved ones, the moment he created a passage between universes. Which lead to a universal war between the gods of this universe and other universes.
After 20 years, The war reached Paradise and caused a massacre. Kim Yo-han regretted his mistakes. But he was still able to save his people... He is not a righteous person, however, witnessing the massacre of countless people is not something he can fathom.
The Gods of other Universes did not give him time to save [Paradise]. [Paradise] was abandoned by Gods in the same Universe. It's only a form of entertainment to Gods after all and not important to them. Though, there are few Gods who tried to save [Paradise], unfortunately being besieged by thousands of Gods was not ideal.
Helpless, Kim Yo-han and those gods can only retrieve their people with them.
That is why, Kim Yo-han has to create an Army of Gods to fight against the Gods of other Universes. He decided that in 20 years or so, he would be able to create an army of Gods.
Why 20 or so years?
Unfortunately, One of the other universes will be able to create a passage between this universe and their universe in that time. The resurrection of Kim Yo-han's loved one accelerated that project of theirs.
