Did he even think of what would happen if he mass produced those drugs and a werewolf gets their hand on it? It'd resume the Lycan experiment.
The important thing was, there weren't many Lycans in the world due to the annihilation years back. Werewolves were plentiful, it'd take ages to wipe them out.
And lycans would also be reducing in great number while werewolves will be going down, and for many reasons.
Including other werewolves avenging, and hunger.
