Cromwell City has undergone a lot of changes in the past few weeks, ever since a mysterious being replaced the city's top officials with imposters. They slowly eliminated all the opposition that they faced in the city's government and replaced them with their members.
These imposters brought many changes to the city slowly and steadily. First, they shut down the Marine Zoo for visitors. This caused a major upheaval but they quote that there were leakages and repairs are required immediately.
Without the repairs, allowing tourists might cause loss of lives, and other bullshit was spun and the people believed so. Slowly, they started to close all doors to the city, citing bullshit reasons.
